三、拓宽发展渠道，使农业产业化环节畅通...........................31四、推动科技发展，为农业产业化提供动力...........................33五、推动生态文明建设，发展现代绿色农业...........................34参考文献..........................................................37致谢............................................................39中文摘要农业是人类赖以生存的根本，是安天下、稳民心的战略产业。巩固和加强农业基础地位对于社会主义新农村建设意义重大。发展现代农业是当前新农村建设的首要任务，要用现代经营形式推进农业，用现代发展理念引领农业，用现代科学技术改造农业，培养新型农民发展农业，提高农业素质、效益和竞争力。农业产业化是包括农业在内的社会经济发展到一定阶段出现的农业经营形式，为发展现代农业插上了翅膀，是农业和农村经济深化改革和进一步发展的必然。在农业产业化的过程中，政府作为一种主要的推动力量，其行为直接影响着农业产业化的方向和质量。政府在农业产业化经营中如何发挥职能，是值得深思的问题，而且在实践中，政府的职能作用发挥得并不理想。本文首先对国内外关于政府职能及农业产业化中的政府职能研究的相关文献、理论进行了梳理。以制度经济学、管理学等领域的相关理论为基础，运用比较分析方法，以甘肃省定西市马铃薯产业发展为例，对农业产业化过程中政府的定位和作用，以及推进农业产业化进程中政府职能发挥存在问题的原因进行了综合分析，在此基础上提出了在农业产业化进程中政府职能创新的对策思考。关键词：农业农业产业化政府职能AbstractHumancannotlivewithoutagriculture.Itisthestrategicindustrywhichplaysanimportantroleofsafetyvalveinthesocialstabilization.Consolidatingandstrengtheningthefoundationoftheagricultureisasignificantwayofbuildingthenewsocialistcountryside.Thedevelopmentofmodernagricultureistheprimarytaskofthenewruralconstruction,Inordertoachievethisgoal,weshouldpromotetheagriculturewithmodernformofmanagement;leaditwithmodernconceptofdevelopment,andtransformitwithmoderntechnology.Wealsoshouldtrainnewtypepeasants,accelerateagriculture,andimprovethequality,efficiencyaswellascompetency.Theindustrializationofagricultureistheformofagricultureoperationswhichappearedwhenthesocialeconomyincludingagriculturedevelopedtoacertainmoment.Itlentthewingstothedevelopmentofmodernagriculture.Furthermore,industrializationofagricultureisthenecessaryoutcomeofdeepeningthereformofagricultureandruraleconomyanddevelopingthemfurther.Asamajordrivingforceintheprocessofindustrializationofagriculture,thegovernment’sbehaviordirectlyaffectsthedirectionandqualityofagriculturalindustrialization.Howtoplaytheirfunctionalrolesintheindustrialmanagementofagricultureisathought-provokingquestionthatgovernmentshoulddeliberate.However,itisnotveryeffectiveinthepractice.Thispaperfi
