摘要摘要我国是最大的发展中国家，安徽作为我国的经济欠发达省份，虽然拥有着较 丰富的自然资源和劳动力资源，但资本较为短缺，在这种情况下，除了增强物质 资本的实力外，还应积极采取措施把劳动力资源转化为人力资本，调整人力资本 与物质资本投资结构，并逐步扩大人力资本存量，最终使其成为推动安徽省未来 经济增长点决定性因素。本文综述了人力资本理论的发展历史，指出人力资本是通过投资形成的体现 于人身上的能为其主体带来额外收益的特殊资本，它体现为人的知识、技术、能 力、健康等素质的总和，并给出了人力资本内在特性，提出了人力资本可以分为 三种，一般人力资本、专业人力资本和企业家人力资本。三种不同的人力资本在 经济增长中共同发挥不同作用，同时三种人力资本也可以在一定条件作用下相互 转化，形成一定人力资本存量，进而推动经济增长。本文首先从教育和地域文化两个视角分析了人力资本的构成；然后分别从这 两个视角分析了安徽人力资本存量对经济增长的作用，最后根据安徽的实际情况 对下一步如何充分发挥人力资本的作用，从而促进安徽快速经济，提出一些对策 性的意见。本文运用了有效劳动模型和人力资本外部性模型分析教育对安徽的经 济增长进行计量分析，说明安徽省物质资本存量、人力资本存量与经济总量的增 长存在密切的关系，同时对安徽地域文化的差异造成的区域人力资本存量的差异 的现象进行了研究，发现不同的地域文化构成形成了不同的人力资本结构模式， 进而影响了经济增长模式和经济增长速度。因此本文将地域文化作为一个影响人 力资本存量的因素进行了分析，并根据自己研究的体会，提出了地域文化的经济 增长模型。本文认为，安徽强化人力资本的供给，总体上看需要从加强教育提高 人的知识技能和塑造有利于企业发展的地域文化两个方面进行。关键词：人力资本存量经济增长地域文化对策IAbstractOur country is the biggest developing nation.
