武城县建德水库项目成本管理研究 武城县建德水库项目成本管理研究 I I 武城县建德水库项目成本管理研究 摘 要 项目成本管理在项目管理体系中占有相当重要的地位。理论界对项目成本管 理进行了大量的研究，取得了很多宝贵的理论成果。本文研究的目的在于结合实 证研究，把前人取得的理论成果很好的运用到实践中，发挥更好的作用，并在实 证研究中取得理论创新。 本文试图以武城建德水库项目为实例，运用当今项目成本管理研究的最新理 论成果，结合水利施工项目成本管理现状，探索在水利工程项目中现代项目成本 管理理论的应用途径，努力提高水利施工项目的成本管理水平，在保证质量、保 证工期进度的前提下，努力探索一条在水利施工项目中降低成本、降低资金投入， 创造出最大化经济效益、社会效益的有益途径。 本文以现代项目管理、项目成本管理学、财务管理学为基础，采用文献检索 法、系统分析法、定性与定量相结合、理论与实证研究相结合的方法，对建德水 库施工项目进行实证研究。 首先，运用文献检索法进行文献综述，对国内外项目成本管理研究的现状， 主要成果、存在的问题和发展方向进行综合评价，在此基础上对成本管理理论进 行概括论述。其次，运用系统分析法，从成本管理的基本方法入手，对建德水库 施工项目的资源计划、成本估算、成本预算、成本控制、成本决算、审计和成本 分析等环节进行系统研究，建立起一套完整的适合本地区水利施工企业的现代项 目成本管理体系。最后，对结论进行总结，对水利施工项目成本管理的运用前景 进行预测，在项目成本管理理论与成本管理实证研究的结合上，在项目成本管理 手段进一步创新上，在不断探索行之有效的成本管理方法上提出有可行性、有实 际价值，有较强的实践指导意义的建议，提出了“做好实证成本分析工作是进行 成本研究创新的基础”的新论断。 通过实证研究，本文认为，必须强化公益性项目施工企业成本管理理念，必 须建立严密的成本管理组织机构，必须实行全员、全过程、全方位成本管理模式， 努力探索通过改善项目施工工艺达到降低项目成本的有效途径。本论文提出的这 些理论主张，所做的有益探索可能对同类别的项目的成本管理起一定借鉴作用。 关键词：项目管理；成本管理；建德水库项目 II II The cost management research on the construction project of Jiande reservoir in WuCheng County Abstract The cost management plays a very important role in the project management system.
