WilmaFund Commercial Estate at Mbweni Concept Paper March 2007 Introduction WILMA’s partner, in Tucson, Arizona, “TTT,” usually structures its joint ventures with African companies that are sizeable for-profit firms with strong business management and substantial financial assets. But recently TTT has been extending its services to partners that are nonprofit development trusts, universities, institutes, local governments, religious organizations, and other local agents of community-based development. WILMA is collaborating with TTT because its focus on building leadership capacity for development in Africa can extend the reach of TTT’s business development services in Africa, with the desired result that outstanding individual leaders with good commercial ideas are empowered. One such outstanding leader is Innocent Bash, who in addition to being executive director of WilmaFund has been developing WILMA’s program in Tanzania for several years. WilmaFund was conceived by WILMA as Africa’s first Community Development Finance Institution. WilmaFund began to develop a pipeline of small-business start-ups in East Africa and Malawi. These start-ups were all designed as clusters of “community-based” enterprises; that is, businesses located in the area of a residential community, on land provided by that community, and hosted, protected, and partly owned by that community. TTT’s program for nonprofit development organizations provides a way to structure WilmaFund’s enterprise clusters, to challenge their African leaders to meet rigorous global tests of competitiveness, and then to provide technical, marketing, and financial resources on a commercial basis. TTT usually refers to such an enterprise cluster by the American term “industrial park,” but since the word “park” in East Africa is generally associated with wildlife reserves, WILMA calls it a commercial estate (CE). CE is thus intended to indicate an enterprise cluster built on a particular tract of land. A
