一体化进程中灵活就业人员工伤、失业保险研究摘要随着我国经济结构的调整和发展，大量的下岗职工转为城镇自由职业者，部分新 增劳动力也从事非正规就业，农村劳动力不断涌入城市，可以说，我国正处在劳动力 供给高峰期。所以，灵活就业将是我国今后重要的就业形式。进入新世纪，党和政府 不断关注统筹城乡发展。我国正进入打破二元结构社会、形成城乡经济社会一体化新 格局的重要时期。因此，在这样的一个背景下研究灵活就业人员的社会保险，对落实 科学发展观、统筹城乡发展、构建社会主义和谐社会有着重要的理论和现实意义。本文先从灵活就业人员的现状调查入手，分析他们目前的状态。然后，比较国内 外工伤、失业保险的模式，为设计灵活就业人员工伤、失业保险模式提供经验和启迪。 第三，运用 Monte Carlo 方法对所设计的灵活就业人员工伤、失业保险模式进行仿真 计算。最后，运用系统动力学方法对设计的模式能否持续运行进行检验。本文共分 6 章，内容如下：第1章为绪论。首先阐述了论文的研究背景和意义，其次介绍了国内外工伤、失 业保险研究现状，接着阐述了本文的结构和研究方法，最后指出创新点。第 2 章为现状研究。通过调查研究，了解灵活就业人员各群体的现状以及他们对 工伤、失业保险的需求情况，分析目前灵活就业人员工伤、失业保险存在的问题，最 后提出对策。第3章为国内外比较。总结其他国家灵活就业人员工伤、失业保险制度以及我国 部分城市关于灵活就业人员工伤、失业保险的政策，通过国内外对比研究，寻找可借 鉴的经验和启示。第 4 章为模式设计和仿真运行计算。研究探索低费率、可转移、与城镇职工工伤、 失业保险相衔接的灵活就业人员工伤、失业保险办法，各设计 2 种模式。采用 Monte Carlo 方法进行灵活就业人员工伤、失业仿真计算，最后对 2 种模式运行的结果分别 进行比较分析。第 5 章为系统动力学分析。把建立的模型放入 VENSIMPLE32 软件进行仿真运行和模拟操作，对运行所得到的长期预测结果进行分析与判断。 第6章为总结与展望。总结本文存在的局限以及对未来发展趋势进行展望。关键词：灵活就业人员，工伤保险，失业保险，蒙特卡洛，系统动力学THE STUDY ON INJURY AND UNEMPLOYMENT OF FLEXIBLE WORKERS DURING INTEGRATED PROCESSABSTRACTAs Chinas economic restructuring, a large number of laid-off workers preferred to freelance and some of the new labor force were also engaged in informal employment.
