论中小型水利工程施工质量控制 　　摘要：水利是国民经济的基础产业，居于电力、交通等基础产业的首位。水利工程建设经过项目建议、可行性研究、勘测、设计、施工、竣工验收、投产使用等多个阶段，不仅涉及建设、设计、施工、监理等多个部门和企业，还涉及基础工程、主体工程、机电设备、金属结构等多个专业和多种技术领域，无论是工程大小，都会影响到人民的生命和财产安全。中小型水利工程主要由地方筹资，受地方政策的影响大。本文阐述当前中小型水利工程在建设过程中，存在一些直接或间接地导致工程质量问题的因素，提出相应管理和监督的措施。 　　关键词：水利工程；工程质量 　　Abstract: water conservancy is the foundation of the national economy industry, power, transportation, etc in basic industrys first. This paper expounds the middle and small water conservancy projects in construction process, there are some directly or indirectly lead to project quality factor, puts forward the corresponding management and supervision measures. 　　Keywords: water conservancy projects; Engineering quality 　　 　　 　　中图分类号：TV 文献标识码：A 文章编号 　　一、影响中小型水利工程建设质量因素 　　1.地方政策导致项目法人行为不规范 　　 （1）行政干预，以达到减少建设程序，压缩合理工期，影响工程质量。（2）项目法人责任制不够落实，相关人员质量意识薄弱，管理松懈。（3）招投标工作不够规范，暗地里操作，导致一些挂牌的设计、施工、监理队伍参与工程建设。（4）资金不到位，拖欠工程款，造成压缩质量成本。 　　2.设计质量较低，没有采用先进工艺和设备，平面布置不???理，生产效益低 　　 （1）设计实力不够、水平低、人员不足，随意变动设计人员，设计因素考虑不周，结构布局不合理，方案比较不充分，设计人员不熟悉规范，未执行强制性标准。（2）前期工作不充分，特别是征地未落实，工程仓促上马。（3）设计质量不高，图纸粗糙，施工时多次变更图纸，造成不必要的浪费和质量隐患。（4）前期勘测设计深度、精度不足,常在施工过程中,遇到一些始料未及的情况。（5）缺乏设计质量的监督。 　　3. 监理市场不健全，监督管理机制不完善，监理工作不到位 　　 （1）建设监理市场不健全，监督管理机制不完善。（2）监理队伍少，人员素质良莠不齐，部分人员无证上岗，服务意识和工作责任心不强。（3）监理工作不到位，监理人员不精通技术、不通晓法律、不善于管理，缺乏有效的方法和手段。（4）监理工作未能及早介入 。 　　4. 施工质量体系不健全，质量把关不严，出现“豆腐渣”工程 　　 （1）工程隐形转包，层收管理费、经济利益驱使偷工减料，粗制滥造等造成的质
