摘要小城镇在我国经济社会发展中有重要地位，它介于城市和农村之间，既有城 市的属性，又有农村的特征，是连接城乡的纽带。小城镇的污水治理既是提高和 保障人居环境的一项公共事业，又是改善流域水环境的必然需求。研究小城镇污 水治理保障机制与体制，对于提高我国城镇污水治理管理水平、保障小城镇生态 和人居环境、促进小城镇社会经济与生态环境协调发展意义重大。我国小城镇经济发展水平差异大、经济实力普遍不强、污水治理管理与组织 水平较低、污水治理建设与运行资金以及公共投入效用保障需求突出，污水治理 的配套政策、法律、体制与机制亟待完善。论文针对以上问题，在广泛调研的基 础上，探索研究了小城镇污水治理保障机制与体制的理论框架和实践经验。主要 内容可概括为：①针对于小城镇水污染统计资料缺乏、零散报道多但系统资料少、定性资料 多而定量资料少的现状，对我国小城镇进行了实地调研，分析了我国小城镇污水 治理状况及污水处理设施和建设资金需求，明确了我国小城镇治理在保障机制与 体制方面的具体要求。②针对小城镇污水治理管理权责不清的现状，研究了我国小城镇污水治理责 任分担的理论依据及现实要求，并借鉴发达国家小城镇污水治理责任分担机制， 提出了我国小城镇污水治理资金筹集及行政管理责任分担体系构建的基本思路。③在调查和研究发达国家小城镇污水治理资金筹集的制度安排、运营体制、 经验教训的同时，分析研究了我国小城镇污水治理资金筹集机制与体制现状及存 在的问题。并针对于存在的现实问题，从管理组织的角度对我国小城镇污水治理 资金筹集体制总体框架进行了设计；基于我国小城镇类型多样、经济发展不平衡 的现实，提出了几种拓宽小城镇污水治理资金筹集的模式。④以公共事业理论作为小城镇污水治理公共投入效用跟踪保障的理论基础， 分析了小城镇污水治理管理体制及机制的现状。研究了小城镇污水治理的资金管 理机制、监管机制、市场准入机制、竞争机制、收费机制、公众参与机制。⑤以“依法治水”的思想为指导，分析和研究我国小城镇污水治理配套政策法 律法规的需求，提出了完善小城镇污水治理配套政策法律法规体系的建议方案。关键词：小城镇，污水治理，保障机制，资金筹集，责任分担ABSTRACTWith both attributes of cities and characteristics of rural areas, small towns play a very important position in economic and social development in China. Meanwhile, the sewage treatment of small towns is not only a public utility for development and guarantee of people?s living environment, but also a inevitable demand for improvement of river basin water environment. Therefore, studying on the safeguard mechanism and system of small town sewage treatment have significant meanings. It can improve the management of small towns sewage treatment; can safeguard small towns? ecological and living environment; also can promote the harmonious development between social economy and ecological environment of small towns.Most of Chinese small towns process less-strong economic strength, low-leveled sewage disposal management and organization.
