正确的信息化服务模式才能让中小企业尽快有效地填补数字鸿沟，使信息化成为中小企业成长发展的有效动力。本文针对目前中小企业信息化的需求，分析了中国电信促进中小企业信息化服务的主要品牌产品和服务模式。并以电信“商务领航”业务为例，构建了中国电信促进中小企业信息化的战略服务模式，主要包括商务领航的信息化业务运营模式和信息化应用模式，以及针对性的发展策略。本文在分析了中国电信发展理论及中国电信的信息化服务模式的基础上，结合中小企业信息化的特点和需求，以门户功能模块、应用集成模块、身份认证授权管理系统、平台管理系统以及硬件和网络基础设施为主要模块构建了中国电信促进中小企业信息化的综合服务平台，并提出了中国电信中小企业信息化平台的应用步骤及营销策略。最后，提出了中国电信促进中小企业信息化的三种驱动力以及相应的中小企业信息化服务战略框架，并从通信综合应用、网络综合应用以及信息综合应用三方面，详细分析了中国电信在促进中小企业信息化过程中的一些成功案例。关键词：中国电信；中小企业；信息化；发展战略AbstractSincethe1990s,inthedualfunctionofeconomicandtechnological,theinformationtechnologyforSMEshavedevelopedrapidly,ithasgraduallybecomeahotpointofITindustry.Confrontwiththerapidriseofthemarket,thetelecomoperatorshaveturnedtheirattentiontothisarea.Telecommunicationsasthefoundationofthenationaleconomy、forerunnerindustry,isprovidedwithgrouppurchasingandintegrationadvantages,accordingtocooperatewithsystemsintegratorsandsuppliers,theycanwinthelowestoperatingcosts,whichcanprovideSMEswiththemosteconomicalinformationtechnologyprogramstoreducetheenterprisesinvestmentoftheinformationtechnology.Therefore,thefulladvantage and rationaluse theresources oftheChinaTelecom,the integrateuseofmoderninformationservices,informationsystemstheory,thesurveystudy,socio-economicandotherdisciplinesofknowledgetoexplorethetelecommunicationsindustrytopromotetheinformationtechnologyservicesandservicesstrategyofsmallandmediumenterprisessystems,ithasapositiveeffecttothedevelopmentofinformationtechnologyforSMEs,butalsoanimportantmeasureforachieveasuccessfultransformationofChinaTelecom.Thisarticleusethenormativeanalysisandempiricalanalysissimultaneously,andstudytheChinaTelecomintheSMEinformatizationconstructionofthestrategyfirst,itcontributetostrengthenthelinkbetweenChinaTelecomandSMEsandspeeduptheprocessofinformationtoguidetheconstructionofSMEs,thusitpromotethedevelopmentoftheentirenationaleconomy.Thearticlecombinewiththeinformation-orientedofdomesticandforeignenterprisesresearch, basedon the theoryof comprehensiveexpositionthetheoryofSMEsandmodernservices
