摘要环境治理投资是促进经济增长与环境治理协调发展的重要手段。伴随经济的快速发 展, 资源、能源的消耗量和污染物产生量也在同步增加, 环境保护面临巨大压力。当前， 我国西部民族地区的环保形势十分严峻，主要包含两个方面。一方面，部分企业和商业 机构为了眼前利益不注重对这些地区环境的保护，使得民族地区的环境问题越来越复 杂，各种生态破坏、环境污染带来的疾病丛生、土地荒漠、水土流失、土壤盐渍化、草 场沙化碱化等问题越来越严重，已经威胁到我国动植物的生存和人们的生活质量。另一 方面，民族地区大山、高原、沙漠、冰川以及永久性积雪等集中的地理位置大大增加了 我国治理民族地区环境问题的难度。这势必会加大我国对西部民族地区的环境保护投 资。基于此，本文对环境保护投资的内涵、环保投资涵盖范围、环保投资相关的理论以 及环境保护投资的发展脉络进行了界定，并在此基础上对我国整体上的环境保护投资资 金来源、环保投资总量以及环保投资资金的结构和使用方向进行阐述；其次，对现阶段 民族地区环境保护投资现状进行了研究，重点分析了民族地区环境保护投资总量、环保 投资渠道以及环保投资结构；再次，在综合对比民族地区与中部地区以及东部地区环保 投资情况差异性，找出民族地区环保投资存在问题的基础上，建立了民族地区环保投资 效率的计算模型，利用 Eviews5.0 对民族地区的环保投资效率进行实证研究，最后从加 大民族地区环境保护投资力度、转变民族地区传统环保投资融资方式以及营造有利于民 族地区环保投资环境等方面对构建民族地区环境保护投资机制提出了相应地对策建议。 本文的研究具有很好的创新性。一方面本文对民族地区环保投资问题的研究，拓展了环 保投资研究的范围，完善了环保投资研究理论；另一方面，本文建立了民族地区环境保 护投资效率的计量模型，对于民族地区环境保护投资的研究提供了便利，并且本文针对 民族地区的特点，提出了构建适合民族地区环境保护投资机制的对策建议。本文的研究 对于环境经济学以及投资经济学的融合具有较大的理论意义，同时对于改善我国民族地 区逐渐恶化的环境，提高环境保护效果具有重要的现实意义。关键词：民族地区；环保投资；运行效率ABSTRACTEnvironmental governance investment is an important means to promote economic growth ,building environmental management coordination.
