AbstractGovernmentauditisasanimportantpartofadministrativesupervisioninkeepingthenationaleconomicorderstableandpromotingthehealthydevelopmentofthesociety,strengtheningthepartysstyleinthecultivationofcleangovernment,etc.IntheeighteenthcongressofthecommunistpartyofChinaandthetwelfthsessionoftheNationalPeoplesCongresstherepresentativeshasrepeatedlyputforwardtoopenthepropulsionpowerandmakeitintostandardization,thesystemsofestablishmentandimprovementoftheinquiry,accountabilityoftheeconomicresponsibilityauditing,resignationtoassumeresponsibilityandotherdepositionstostrengthenthesupervisionwithintheparty.Democraticsupervision,legalsupervision,supervisionbypublicopinionhelpstomakepeoplessupervisionpowerandrunthepowerinbrightway.Governmentauditreferstotheauditingagencieshelptoaudittheauthenticity,legitimacyandeffectivenessoftheimplementationofpublicfundsofthegovernmentanditsdepartments.Ittakestheauditresponsibilityoftheuniversalproperty,theessenceofwhichistheindependentoversightoftheimplementationoftheresponsibilityofentrustedeconomic.Thebasicfunctionsinclude:economicsupervision,economicevaluationandearlywarningfunctions.Theenhancingofthegovernmentauditmakesthefoundationofadministrativesupervision.Anditisconducivetoimprovetheadministrativesupervisionorgansachievementsandthetransparencyofadministrativesupervision.Throughin-depthinvestigation,theauditinstitutionsinXiangtanCitymakesthecleangovernmentresponsibilitysystemasthestartingpoint,focusonthemajoreconomiccrimesandauditlivelihoodfunds,strengthenstheeconomicresponsibilityaudit.Theworkofauditsupervisionhasobtainedcertainresult.However,astheauditlegalsystemisnotsound,theauditsupervisionstructureandleadershipisnotappropriate,theauditapproachisunscientificandthequalityofsuperviseisnothigh,theauditworkofXiangtanCitygovernmentstillexistssomeproblems:itislackofinformationdisclosure,theworkisvulnerabletotheimpactofotheradministrativeagencies,theefficiencyhastobeimproved,thecoordinationwithotheroversightbodiesarenotenoughandsoon.The
