治理视角下政府购买居家养老服务的运行机制研究摘要政府购买居家养老服务是一种新型的居家养老服务供给方式。它的出现改变了因政府作为单一公共服务提供主体所导致的服务绩效低下问题，也适应了现代政府职能转变和社会公众参与公共服务供给的需要，是政府应对老龄化社会不断增长的养老服务需求的“一剂良药”。研究如何改进和完善政府购买居家养老服务的运行机制具有十分重要的实践意义。本研究从治理视角切入，以治理理论为分析工具，在回溯中外政府购买公共服务发展历程以及上海市政府购买居家养老服务历史的基础上，概括当前上海市政府购买居家养老服务的三种不同方式，即：居家养老服务补贴、社区公益招投标和社区公益创投；接着通过对政府购买居家养老服务中主体间两两关系的分析，探究政府购买居家养老服务的运行机制，进而指出上海市政府购买居家养老服务还存在覆盖范围窄、资金规模小、社会组织竞争不足、服务队伍专业化水平较低、规范落实难等问题，并从管理体制、主体参与、社会组织、从业队伍、评估机制五个方面剖析政府购买居家养老服务效果受限的深层次原因；最后，在结合治理理论的要求和借鉴国外先进经验的基础上，从政府要做精明的“买主”、社会组织要做优秀的“供应商”、老年人要做有建设的“消费者”三个维度来提出了完善政府购买居家养老服务运行机制的对策建议。本研究使用定量与定性相结合的研究方法，点面结合展开研究。一方面，通过查阅统计年鉴、发展报告，发放调查问卷等方式收集定量资料，对其进行统计分析；另一方面，通过深入访谈、实地观察收集定性资料，对其进行逻辑推理分析。关键词：治理，政府购买，居家养老服务，运行机制THERESEARCHONTHEOPERATIONMECHANISMOFGOVERNMENT’SPURCHASINGHOME-BASEDCARESERVICEFROMTHEPERSPECTIVEOFGOVERNANCEABSTRACTGovernment’spurchasinghome-basedcareservicesisanewsupplymodeofhome-basedcareservices.Itchangesthesituationoflowserviceperformancecausedbythegovernmentasasinglepublicservicesupplier,butalsotomeettheneedoftransformationofgovernmentfunctionsandthepublic’shome-basedcaredemandforservices.Itisagoodremedyforgrowingendowmentserviceintheagingsociety.Researchonhowtoimproveandperfecttheoperationmechanismofgovernment’spurchasinghome-basedcareserviceswillbebenefitforimprovingitsperformanceandmeetthepublicdemandforhome-basedcareservices.Thestudybacktracksthedevelopmentcourseofhomeandaboardgovernment’spurchasingpublicservicesandthehistoryofShanghaigovernment’spurchasinghome-basedcareservices,summarizesthethreedifferentwaysofShanghaigovernment’spurchasinghome-basedcareservices,thatisold-agehomeservicesubsidies,communitypublicbiddingandpublicventurecapital.Thenthroughtheanalysisofrelationshipbetweentwotwomainsuppliersamongpurchasehome-basedcareservicestoexploretheoperatingmechanismofhome-basedcareservicepurchase,thuspointsouttherearefiveproblemsintheShanghaigovernment’spurchasingaged-careservicessuchasnarrowcoverage,smallfundofsocialorganizations,insufficientofcompetition,lowlevelofprofessionalservicet
