Introduction This report presents the findings of a research project undertaken to explore methodology for measuring soft outcomes. The study sampled projects under the East Wales Objective 3 Programme and Equal Community Initiative, both co-financed by the European Social Fund (ESF) in Wales. The research has been conducted on behalf of the Welsh European Funding Office. 1.1. Objectives of the study The overall purpose of the study was to provide project sponsors with a possible methodology for measuring soft outcomes. Additionally, the research results may inform the development of Post 2006 programmes in Wales. The main objectives of the study were: to gather existing information on ‘soft’ outcome indicators and tools currently in use to propose practical tools for ‘soft’ outcome measurement and indicators that could be aggregated on different levels of the monitoring system; to establish which ‘soft’ outcomes are of the greatest interest and relevance to projects by identifying a group of similar projects, which would benefit the most from using ‘soft’ outcome indicators; to identify main barriers in measuring ‘soft’ outcomes in ESF projects; to disseminate tools and indicators of ‘soft’ outcomes among projects in order to encourage providers to implement them. The terms used in this report were adopted from the Guide to Measuring Soft Outcomes and Distance Travelled: Hard outcomes - clearly definable and quantifiable results that show the progre
