Then, on the basis of overall planning, the writer puts forward the following countermeasures: increasing the capital investment, strengthening the organizational leadership and establishing the target responsibility system, which can solve the existing problems effectively and make Liangping’s forestry infrastructure construction get rapid development. 　　Key words: forestry, infrastructure construction, problem, countermeasure 　　中图分类号：F307.2 文献标识码：A 文章编号： 　　林业基础设施，是提升林业生产力、发展现代林业、建设生态文明、增加林农收入、全面改善森林防火、促进生态旅游、促进林业产业发展、建设美丽绿色中国的重要物质基础。当前梁平县林业基础设施建设严重滞后，已成为林业发展最为突出的制约因素。 　　一、梁平林业基础设施建设现状 　　（一）梁平森林资源现状 　　梁平地理分区属川东平行岭谷区，县境地势较高，沟壑纵横、地形繁杂。2012年梁平县森林资源二类调查统计结果显示梁平县林地面积129.29万亩，占全县幅员面积的45.61%（其中竹林面积42.28万亩，占森林面积的39.41%），活立木总蓄积316.54万立方米，森林面积119.06万亩，森林覆盖率42.00%，公益林与商品林比例为101:99。有西南最大竹海--百里竹海。林地分布差异大，林地利用率、生产力低，残次、低效林相比重大。 　　（二）林业基础设施现状 　　梁平县是重庆市农产品主产县，农业人口众多。长期以来，在城乡二元经济结构条件下，由于投资严重不足，林业基础设施建设严重滞后，使得林区基础设施无法适应生态林业建设和林业现代化发展的需要。 　　1.森林防火阻隔带 　　森林防火阻隔带是切实保护森林资源、有效预防森林火灾发生的重要保障措施。梁平现有森林防火阻隔带为2006年建设的人工清理隔离带，由于植被自然生长，现已恢复为茂密植被，基本不具备森林防火阻隔功能。 　　2. 林间便道 　　梁平2010年在竹山镇试点了林间便道建设近70公里，其余林区林农自发建设部分，由于梁平林区面积大，远远不能满足林业生产经营活动需求。有些地方虽然建成了山林便道，但林区便道缺乏养护，道路损坏严重，严重制约了林区生产潜力的进一步发挥，山林便道建设日益成为山林培育管理、农民增收致富的制约性因素。 　　3.林区公路 　　林区公路是林业生产的基础设施，是实现林业现代化，林业经营集约化的基础，也是森林可持续发展不可缺少的基本条
