建立最严格水资源管理制度进展问题及对策 　　摘要：水资源是人类生存的基础资源和国民经济发展的战略资源。我国水资源短缺、分布不均、污染严重，已成为制约经济社会可持续发展的主要瓶颈。2011年中央1号文件要求实行最严格水资源管理制度，今年初国务院又把“三条红线”指标具体化，水利部、各流域机构和一些省市纷纷建立机构，制定制度，确定试点，完善基础工作，建立管理信息系统，下一步的任务是把“三条红线” 的具体指标分解到各个地区并监督落实。完成这一任务面临着制定区域标准难度大，水资源管理体制机制不合理，管理基础工作薄弱，管理信息系统不统一、不完善，区域标准落实困难等问题。面对这些挑战，一方面应该充分发挥地方政府的作用，扎实做好基础工作以及建立信息系统的准备工作，做好红线标准制定与落实的准备工作，另一方面要发挥市场机制的作用，把红线的落实建立在市场机制基础之上，使最严格水资源管理制度尽快建立。 　　关键词：水资源；水资源管理；三条红线；四项制度 　　Abstract: the water resources is the foundation of human survival resources and national economic development strategic resources. The shortage of water resources in our country, uneven distribution, serious pollution, has restricted the sustainable economic and social development of the main bottleneck.
