Adapting to the change of this technology, the civil liability for accidents caused by autonomous vehicles has also changed. In the short or medium term, the change of technology has not shaken the structure of motor vehicle liability and has only enabled the producers of driverless systems to have the attribute of driver, which belongs to the field of explanation theory and can be solved. In the long term, the product liability of manufacturers has the tendency to replace the motor vehicle liability. This trend is unfair and weakens the protection of victims, which is directly attributed to the irrationality of Article 23 and Article 31 of Regulation on Compulsory Traffic Accident Liability Insurance for Motor Vehicles.
