摘要本文以可持续发展理论为理论依据，以国内外经济技术开发区可持续发展指标体 系的研究为基础，在对可持续发展理论、开发区理论、经济技术开发区可持续发展理 论的研究中，给出经济技术开发区可持续发展能力的新内涵，以青岛经济技术开发区 为研究主体，构建出一个系统的、便于实际操作的、适合中国国家级经济技术开发区 区情和未来发展方向的经济技术开发区可持续发展指标体系，并应用了该可持续发展 指标体系及其评价方法，以期对经济技术开发区这样的微观区域的可持续发展能力作 出一个恰当而又科学的评价。本文首先根据可持续发展理念，给出经济技术开发区可持续发展能力的新内涵。 其次，对可持续发展的理论、开发区理论、国内外有关开发区可持续发展能力研究的 大量文献进行了归纳、整理，选取了一些沿用至今的权威的指标体系，进行对比分析， 为下一步构建评价体系提供基础借鉴。然后，根据经济技术开发区的可持续发展能力 内涵，构建以青岛经济技术开发区为主要考察对象的经济技术开发区可持续发展能力 指标体系，并选取了合理的评价方法。最后，在关键影响因素和可持续发展指标体系 的结果分析上，深入考察青岛经济技术开发区可持续发展能力，为经济技术开发区的 可持续发展提供政策建议。本文在对比分析和验证的基础上，分别选取了熵值法和模糊积分法进行指标体系 的确权与分值的评定，将这两种方法结合在一起用于经济技术开发区可持续发展能力 的评价，得出了国内七大优势经济技术开发区的可持续发展能力排名，对青岛经济技 术开发区如何寻求突破给予了重要支持。关键词：经济技术开发区，可持续发展，熵值法，模糊积分法，指标体系AbstractBased on the sustainable development theory and research on the index system of sustainable development of economic and technological development zone at local area and overseas, this article conclude the new intension, new factors and new evaluation methods to establish a inedx system of sustainable development of economic and technological development zone, which is systematic, easy to operate and suit for the reality and the future of China, by sdutying cross the theory of sustainable development and theory of economic and technological development zone.
