The small and medium-sized private enterprises which are the main status in the development stage of market economy have made remarkable long-term development. For the pressure of industrial competition in market also gradually increasing, more and more private companies have realized enterprises which want to get long-term development, management and talent problem are the most important problems considered inthe development of private enterprises. The enterprises which get more high quality talents will have advantage in market competition and occupy the market, therefore, the key that enterprises which want to become bigger and stronger is solving talent problem. Private enterprises must attach great importance to talent problem and deal with it in the current stage.Enterprises culture of modern enterprise, as the unique cultural management mode characteristic, shaping from start-up phase into the normal track, will be the core value system in the enterprise and the enterprise spirit, with business philosophy to the management of the enterprise and the management system standard integration become enterprises personality traits. Enterprise culture as the basis of enterprise based on the future development, is the source power of core competitiveness in enterprise development.
