信息公开法律制度研究 PAGE PAGE III中文摘要政府信息公开是民主政治、法制健全的产物。在知识时代和信息社会中，政府信息的公开成为了世界各国的共同课题。20世纪中后期，世界各国纷纷进行政府信息公开方面的立法。在美国以及日本等国建立相对健全的法律体制时，我国在信息公开的法律制度方面仍然存在不足之处，例如：缺乏规范的统一的法律，政府以及人民对于知情权缺乏正确的认识，信息的公开程度低。本文从信息公开的概念以及理论依据等方面，结合世界主要国家的信息公开法律制度以及我国的地方法律法规，分析我国当前的形势。关键词：信息公开 知情权 法律体系Disquisition of Freedom of Information Legal SystemAbstract:Opening the governmental information is the result of the democracy and the right legal system. In the knowledge ages and information society, opening the governmental information become the topic of international community. In the half later 20 centuries, so many countries begin to legislate for opening the governmental information. When the United States and the Japanese build the lex, our country still have many shortages, for example:lack the law of normative and unitive, government and people lack the right knowledge of the right to know, the low degree of opening of theinformation.
