图书馆业务外包中风险和防范 　　摘 要：业务外包在我国图书馆领域逐渐得到了广泛应用，并有涵盖图书馆全部业务的发展态势，但许多案例表明其并未达到预期目标，相当比例的图书馆对业务外包持谨慎态度。文章分析了图书馆业务外包的寻租风险、决策风险、信息不对称风险、垄断风险和其他风险，并从规范业务外包法定程序，制定合理外包策略，实施合同设计、管理和绩效评价全过程质量控制，调整优化图书馆自身机构和流程四个方面提出了防范措施。 　　关键词：图书馆 业务外包 风险防范 　　中图分类号： G250.7 文献标识码： A 文章编号： 1003-6938（2014）02-0090-04 　　Abstract Outsourcing is widely used in the libraries in China， and developing fast. But many outsourcing case has not reached the expected target. The fundamental reason lies in the lack of deep understanding of risk. This paper analyzes the rent-seeking risk， decision-making risk， information asymmetry risk， mo
