Civil –civic--from covis [citizen] Of, relating to, or belonging to a city, a citizen, or citizenship; municipal or civil. 2.Service--from Latin servitium[slavery] 3.中文含义 官——象形字（帐篷中的军人），“吏事君也”。 僚——同一官署的官吏，一起做官的人。 官僚—官员；官吏 二 、现代公务员的概念 Terms of Civil servants 1.Civil service : (文职人员）：指在武装部队以外供职并领取薪金的公职人员。职责是执行由国家政府制定或批准的政策。 这个词来源于英国在印度的行政管理机关。（在那里，它被用来指被军队和司法部门以外的政府机构雇佣的官员，但19世纪中叶以来，在英国仅指在政府各部门工作的文职人员。）  2.公务员的范畴 不同国家对公务员的范畴界定 将中央政府系统中非选举产生的(Non-elected)和非政治任命的(Non-politically appointed) 常任官员(Permanent officials)（上至常务次官，下至清洁工）称为公务员，或事务官。如英国与英联邦诸国。 将政府系统中的所有官员统称为“公务员”，包括部长、副部长、助理部长、独立机构的长官等政治任命官员(Political appointees)和行政部门的其他文职人员（Other administrative civilian）。如美国、德国等。 把国家机关（包括立法、司法、行政三大系统）的工作人员以及公共企事业单位的所有人员，分为国家和地方公务员（National and local civil servants?）。如日本、法国等。 中国《公务员法》规定：公务员是指“依法履行公职、纳入国家行政编制、由国家财政负担工资福利的工作人员”。 主要包括狭义政府、党群系统、法院、检察院的、由公共财政复旦的工作人员。 三、公务员的核心价值与精神core values of civil service 1.英国（U.K.）: honesty, objectivity, integrity and impartiality 2.新加坡（Singapore）: integrity, service, and excellence. 3.美国 （USA）.
