II II 摘 要 产业集群已经成全球化、地方化背景下产业参与区域竞争的主要产业空间载体。 发展农产品加工产业作为欠发达地区参与工业化进程重要途径之一，对欠发达地区走 出落后状态实现经济起飞有重要意义。以产业集群的思路合理规划布局欠发达地区农 产品加工业的发展，探索依托产业集群实现欠发达地区工业化，对欠发达地区的区域 发展有重要的理论和实践意义。 本文立足典型欠发达地区——甘肃省定西市安定区，结合国内外欠发达地区产业 集群培育发展的相关经验，在分析安定区马铃薯加工产业形成机制的基础上，借助定 量指标和 GIS 技术对集群的集聚现状进行了定量的测度，重点对安定区马铃薯加工产 业的产业培育和空间重组进行了分析和探讨，并就该产业集群的成长支撑体系从宏观、 中观、微观三个层面进行了探讨，最后对安定区马铃薯加工产业未来的发展及产业集 群的培育提出一些建议与策略。 通过分析可以得出：安定区马铃薯加工产业集群培育发展主要着眼于产业培育及 空间优化。产业培育的基本思路为：在稳固现有产业规模的基础上，按照产业链关系， 纵向拉长产业链发展马铃薯深加工产业；横向拉粗产业链发展马铃薯配套产业；同时， 按照实现节能减排、发展循环经济的理念发展马铃薯加工废弃物综合利用产业。空间 重组的基本思路为：以土地盘活为突破口，优化现有布局、明确功能、拓展新区，重 点打造 “一轴、三园、多片区”的集群总体发展空间格局，实现南部南川经济开发区 “马铃薯绿色食品产业园” 、北部巉口工业集中区“淀粉、医药产业园”以及铁路、 公路“物流园”的产业空间定位。与此同时，通过定量分析发现安定区的马铃薯加工 产业集群就聚集度而言还处在行业内部低集中竞争、产业内部低集中度、区域空间高 集中度的集聚状态。最后，对安定区马铃薯加工产业集群可持续发展从营造企业家环 境，、升级集群产业结构、健全社会化服务体系、建立政府退出机制等方面做出了建议。 关键词：产业集群 欠发达地区 农业产业化 马铃薯加工 安定区 III III Abstract In the competition of industry, Industry Cluster has become the main industry space vector against the background of globalization and regionalization. As an important way to participating industrial progress, developing the agricultural product processing industry is vital for underdeveloped region to shake off poverty and back wardness and carry out economic take-off. By the thought of industry cluster, rational program and layout undeveloped regions agricultural product processing industry, which has an important theoretical and practical significance for undeveloped regions development. This paper based on a typical undeveloped region-Anding region of Dingxi City of Gansu Province, combining domestic and abroad relevant experience of fostering and developing industry clusters, analysising the formation mechanism of Anding region potato processing industry, by means of quantitative indicator and GIS technology measuring the clusters assemblage current status.
