区域体育现代化指标体系分析——以东莞市为例-analysis on the index system of regional sports modernization - a case study of dongguan city.docx

摘要现代化是社会发展的趋势。作为社会现代化组成部分的体育现代化，在这个以人为本、构建和谐社会的发展环境中显得非常重要。体育现代化指标体系已成为客观的评价一国或者一个地区是否已经实现了体育现代化及其实现程度的主要指标，它也成为评价体育工作、社会发展的依据。本文对区域体育现代化相关概念重新进行审视与界定，对已有的体育现代化评价指标体系等进行比较、归纳和分析，总结出其特点、共性和不足。然后提出了研究假设，即区域体育现代化指标体系初步设计。然后，利用社会调查方法，引用现代化、区域经济学等理论，以东莞市为研究样本，根据指标体系制定的基本原则，通过对东莞市镇街基层管理人员的调查统计分析和利用已有的《中国城乡居民参加体育锻炼调查问卷》（东莞市）的数据进行统计分析，对研究假设进行了验证，对指标的分类和内容作了调整并确定了指标的权重和评价标准，建立了一个相对科学完整的区域体育现代化指标体系，并逐条分析了指标的政策法规依据、适用范围、主要观测点和评价标准。本指标体系根据职能指标、效能指标和水平指标三类型，最终确定选取管理服务、群众体育、场地设施、青少年体育、体育产业和基础保障6个一级指标、14个二级指标、61个三级指标。指标的权重是根据文献研究，东莞经济社会发展水平和体育发展现状，结合群众和镇街管理人员的问卷调查分析得出的。其合理性，还有待检验。指标的评价标准参考了《体育事业“十一五”规划文件》、《公共文化体育设施条例》、《国务院加强和改进社区服务工作的意见》、《关于进一步加强运动员文化教育工作的意见》等文件。研究认为：1、指标应具有可比性，才能反映出不同地区的体育发展差距。否则，指标体系的制定就失去了制定的意义。2、各评价指标体系的评价标准应统一。欠发达地区可以试行分阶段实现体育现代化；既结合自身实际，又保有发展动力。关键词：区域；体育现代化；指标体系；东莞市ABSTRACTModernizationisthetrendofsocialdevelopment.Asacomponentofsocialmodernization,themodernizationofsportsinthispeople-oriented,buildingaharmonioussocietyinthedevelopmentenvironmentisveryimportant.Sportsmodernizationindexsystemhasbecomeanobjectivekeyindicators,whichassesswhetheracountryoraregionachieveofsportsmodernizationandthedegreeofsportsmodernization.Ithasalsobecomethebasisofevaluationofphysicalworkandsocialdevelopment.Inthispaper,theconceptofregionalsportsmodernizationwasre-examinedanddefined,andthemodernizationoftheexistingsportsevaluationsystemwerecompared,summarizedandanalyzedandsummarizeditscharacteristics,similaritiesandlack.Then，IputforwardthehypothesisthatthepreliminaryDesignoftheregionalsportsmodernizationindexsystem.Then,usingsocialsurveymethodology,quotingthemoderntheoriesandregionaleconomicstheories,samplingforthestudyinDongguanCity,accordingtothebasicprinciplesofindicatorsdeveloped,theauthorconductedaquestionnairesurveyofthegrass-rootslevelthroughasurveyofmanagersinDongguanCityandthedistrict,town,street,usedoftheexistingsurveydatafrom《QuestionnaireagainsttheurbanandruralresidentsinChinawhoparticipateinphysicalexercise》（DongguanCity）,tocountandanalysethedata.Then,researchhypoth
