山东大学硕士学位论文 摘要 电子政务是以计算机、网络、信息安全和现代管理及集成技术为 基础，以政 务信息采集、存储、传输、处理、分析为研究对象，以政务管理与决策的网络化、 科学化、自动化和信息共享为最终目标的计算机信息系统。随着知识化、信息化、 全球化的发展，电子政务的发展也越来越快。电子政务在提高政府运作效率和效 益、完善政府信息管理、解决市场失灵、实现社会公正和公平等方面，都发挥着 极其重要的作用。电子政务信息网络作为一个覆盖面广、集多种应用的涉密信息 网络，其安全性、保密性问题是网络信息系统规划和设计所面临的重大课题 。 本文立足于山东省财政电子政务信息网络的工程实际，围绕涉密网络构架， 给出了一个完整网络安全设计解决方案。首先，对课题背景和国内外电子政务发 展情况进行介绍，给出本文工作和要重点解决的问题。其次，就山东省财政电子 政务信息网络安全需求，从安全目标、设计原则、安全策略以及各方面网络安全 需求、整体框架等进行分析、归纳，提炼出具体的安全需求和明确的安全目标。 第三，在信息安全理论和安全技术框架指导下，运用信息系统安全工程方法，针 对协议层次和纵向结构层次的不同安全要求，提出具有一定创新的综合网络安全 体系，将物理安全、网络逻辑层安全、系统层安全、应用层安全以及管理层安全 等相结合，构成层次清晰、功能精练完善的安全体系。第四，围绕网络反病毒、 数据备份与恢复、安全管理三个方面展开讨论 q 介绍了反病毒产品选 型、反病毒 原理方案，论述了各种反病毒产品在网络全面安全防护中的综合 应用实施 ，比较 说明方案实施前后的情况和效果:给出数据备份、数据恢复的设计思路和具体解 决方法，对比了各份与恢复方案前后情况:提出完善管理安全制度与完善技术 安全措施同等重要步忽视安全管理就等同于不进行网络的安全风险控制的管理 理念，从问题与方法的角度，给出安全管理办法和措施，强化管理在整个安全体 系中的重要作用。 山东省财政电子政务信息网络安全设计解决方案已部分实施，有效地提高了 网络的系统安全水平。由于政务网络应用的多样性、计算机技术的不断发展，该 方案还存在不够全面和完善之处，需在今后的工作中不断加以解决，有关技术也 有待进一步提高和完善。 关键词:山东省、财政、电子政务、网络、安全、设计 山东大学硕士学位论文 ABSTRACT Electronics govemment ( E‘govemment) is a system with compuler，network， information safety with modem management and gather technique for foundation ，with the governmental atIaírs information collect ，save，.deliver，handles，analysis for research object，with the govemmental affairs manages to tum with the network of the decision ， scientific，automate to share with the information for the computer information system of the end target.Tum along with the knowledge ，the infonnation tums ; development that world turn，the development of the E-government is too more and more quick.The e-govemment plays ìmportant functions in the aspects of increasing government operation ，efficiency managing and solve 也e market with the perfonnance ，perfect gove口回回nt infonnation out of orderly，realizing society fairly waiting with equity.This thesis 缸talyzes the security risk of the Public Financial E-government Information Network ofShandong Province ，reports the specific security demands ofthe network ， and defines the objec
