山西省农村公路桥梁评价体系分析-analysis on evaluation system of rural highway bridges in shanxi province.docx

摘要农村公路桥梁由于长期的无序发展，存在大量的技术与管理方面的问题。为了解决这些问题，使农村公路桥梁在农村经济发展过程中发挥积极作用，以山西省交通运输厅科研项目《山西省农村公路桥梁技术评定系统研究与应用》为依托，对农村公路桥梁的技术状况评定展开了系统的研究。本文通过对山西省多个市县的实地调研，以山西省上百座桥梁的基础资料作为研究背景，从中总结了山西省农村公路桥梁的结构形式、常见病害形式等。在调研中发现，目前全国尚无一套专门的农村公路桥梁评定及养护的指导标准出台，这正是农村公路桥梁出现众多问题的关键，如果依照规范《公路桥涵养护规范》（JTGH11-2004），则各种桥型的部件权重杂糅在一起，不能准确反应每种桥型的特点，并不能反应农村公路桥梁的实际情况，而如果依照规范《公路桥梁技术状况评定标准》（JTG/TH21-2011）对农村公路桥梁进行评定，由于此方法评定过程非常复杂，不容易被农村基层桥梁养护人员接受。因此，建立一套适合于山西省农村公路桥梁评定标准成为农村公路桥梁养护的当务之急，且有重要的的现实意义。本文通过对比规范《公路桥涵养护规范》（JTGH11-2004）和规范《公路桥梁技术状况评定标准》（JTG/TH21-2011），从而发现两个规范的优缺点，取各个规范的优点建立一种更加适合于山西省农村公路桥梁的评价体系，即按照规范《公路桥梁技术状况评定标准》（JTG/TH21-2011）分桥型的方法对桥梁的上部结构、下部结构以及桥面系分别进行评定，再对桥梁进行总体评定，而对每一部分进行评定时，又借鉴规范《公路桥涵养护规范》（JTGH11-2004）里的方法，采用权重乘以标度的方法对桥梁进行评定。关键词：农村公路；桥梁；结构形式；等级评定；管理系统AbstractTherearealargenumberoftechnicalandmanagementaspectsoftheproblemonShanxiprovinceruralhighwaybridgeduetothelongdisordereddevelopment.Inordertosolvetheseproblemsandmakeruralhighwaybridgeplayapositiveroleintheprocessofruraleconomicdevelopment,WestudiedthetechnicalconditionevaluationofruralhighwaybridgesystematicallyrelyingontheprojectShanxiprovinceruralhighwaybridgetechnologyevaluationsystemresearchandapplication.oftheShanxiDepartmentoftransportation.WesummarizedthestructureofruralhighwaybridgeandcommondiseasesthroughsomedatasresearchedhundredsofbridgeswhichareinShanxiProvince.WefoundthatthereisnotasuitableguidelineforhighwayBridges,whichisthekeythatruralhighwayBridgesappearmanyproblems.Ifaccordingtothespecificationofthehighwaybridgestandardaboutmaintenance(JTGH11-2004),thevariousbridgepartspowermixtogether,cantcorrectlyreflectthecharacteristicsofeachtypeofbridge,doesnotreflecttheactualsituationoftheruralhighwayBridges,andifaccordingtothespecificationofthehighwaybridgetechniqueconditionevaluationcriteria(JTG/TH21-2011)forruralhighwaybridgeassessment,assessmentprocessisverycomplicated,becausethismethodisnoteasilyacceptedbyruralgrassrootsbridgemaintenancepersonnel.Therefore,itissignificanttoformulateasetofsuitableforruralhighwaybridge.Inthispape
