摘要目前，中小企业已成为国民经济的重要组成部分，对推动技术创新、促进经济发展有非常重要的作用。然而，中小企业的发展受诸多因素制约，尤其是融资难最为突出。无论在发达国家，还是在发展中国家，组建信用担保机构都是解决中小企业融资难的一条有效途径。政策性担保公司以政府为依托，实行“政府注资、市场运作”，易于组建和管理，担保资金较容易筹集，对信用担保市场的发展起到引领和推动作用，因此，研究政策性担保机构的运行效率对一个国家（地区）的信用担保体系建设具有重要的现实意义。尽管政策性担保公司不以盈利为目的，但为控制代偿风险、减轻财政负担、实现可持续运营，公司的运行应存在“两个维度”的目标，一是实现自身的利润，二是增加中小企业的贷款量，从而给社会经济发展带来间接效益。因此，本文运用DEA评价方法，分别从两个角度对山西省政策担保机构运行效率进行评价研究。主要工作如下：（1）基于DEA模型构建政策性担保机构运行效率评价指标体系。参考已有文献中的企业运行效率评价指标，结合政策性担保机构运行的特点，建立了政策性担保机构运行效率评价指标体系。（2）选取山西省40家政策性担保公司作为研究对象，对其连续三年（2009年-2011年）的运行效率进行了实证分析。分别从经济收益和社会效益两个角度，对政策担保公司的DEA有效性、无效率来源、分布情况、变化趋势，以及山西省不同地区效率水平差异和变化进行了分析。结果表明，山西省政策担保机构运行效率普遍较低，但呈现逐年提高的态势，且大部分企业处于规模递增状态；此外，山西省政策担保机构在经济收益方面的运行效率比在社会效益方面的运行效率相对较高。（3）根据实证分析的结果，结合山西省政策性担保公司运行的实际，提出改进和发展的对策建议。综合考虑实证分析中担保公司各年的效率值水平以及其变化情况，将40家担保机公司划分等级，针对不同等级中的运行情况分别提出改进的方向，并根据山西省政策担保普遍存在的问题，提出进一步发展的措施和建议。【关键词】：政策性担保效率DEA经济收益社会效益AbstractNowadays,thesmallandmediumenterprises(SMEs)havebecometheimportantpartofthenationaleconomy.Theycontributetotechnologicalinnovation,andplayanimportantroleineconomicdevelopment.ButmanyfactorsrestrictthedevelopmentofSMEs,andhardfinancingofSMEsistheworldlongtermproblem.Inbothdevelopedanddevelopingcountries,creditguaranteeagencyisaneffectivewaytosolvethefinancingdifficulty.Thereisatypeofguaranteecorporationscalledpolicyguaranteecorporations,whichhasfeaturesofgovernmentfundingandmarketoperation,itiseasytoorganize,manage,andraisefunds.Thiskindofcorporationsleadsandpromotesthedevelopmentofcreditguaranteemarket.Therefore,thestudyofhowpolicyguaranteecorporationsworkhassignificantmeaningtoacountryorregion’screditguaranteesystemconstruction.Policyguaranteecorporationsshouldhavetwoobjectives:oneisgettingprofits,theotherisincreasingloanstoSMEs,andbenefitsocialeconomydevelopmentindirectly.ThispaperusesDEAmethodtoevaluatetheoperatingefficiencyoftheprovincialpolicyguaranteecorporationsinShanxifromtwoperspectives.Themainworkisasfollows:First,takingtheevaluatingindexinearlyliteraturesasreferencesandcombiningthecharacteristicsofcreditguaranteeage
