摘要近年来，网络谣言的泛滥已严重影响到国家安全、社会稳定与民众生活，如何有效预防和治理网络谣言，已经成为我国当前亟待解决的问题。本文的研究正是围绕网络谣言治理这一主题展开。本文以善治、多中心协同治理理论为理论基础，通过分析我国网络谣言治理的现状，得出我国当前的网络谣言治理过于依靠政府对于网络谣言的打击和管控，同时，由于缺乏社会力量的参与，导致网络谣言治理成效不明显、成果难以持续。据此，本文提出了善治视角下我国网络谣言的多中心协同治理，也就是政府与公民、非政府组织等社会力量在网络谣言产生与发展的不同阶段，通过发挥自身的优势和作用，以合作共治的方式参与网络谣言治理，从而实现网络谣言善治的一种治理方式。本文认为，多中心协同治理是实现网络谣言善治的有效途径和必然选择。本文从善治的视角分析了我国网络谣言多中心协同治理的治理主体，提出了网络谣言多中心协同治理的框架，并进一步阐述了我国网络谣言多中心协同治理的实现路径。关键词：网络谣言，治理，善治视角，多元主体，多中心协同治理IABSTRACTInrecentyears,theoverflowofinternetrumorshasseriouslyimpactednationalsecurity,socialstabilityandpeople’slives.Therefore,thepursuitforeffectivemethodtopreventandcontrolinternetrumorshasbecomeanurgentissue.Basedontheexpositionandanalysisofourcurrentinternetrumorcontrolpracticeandrelatedtheories,includingGoodGovernanceandPolycentricCollaborativeGovernance,itisbelievedthatthecurrentgovernanceeffectislimitedandunsustainableduetomultiplereasons:overdependenceuponthegovernment,thepolicyofgreateremphasisonrumorstrikewhilelittleoncontrol,andthelackofcollaborationamongvarioussocialsubjects.Therefore,thisthesishasproposedthetheoryofPolycentricCollaborativeGovernanceofinternetrumorsfromtheperspectiveofGoodGovernance.Itisatheorytobeimplementedundertheguidanceofthegovernment,whilewiththecooperationamongthegovernment,citizensandNGOs,allsidesexploitingthemostoftheiradvantagestodiminishthehazardsbroughtbyinternetrumorsandevencompletelyneutralizethisthreat.ItisbelievedthatPolycentricCollaborativeGovernanceofinternetrumorsisthemostefficientandalsoinevitablechoiceforGoodGovernance.ThethesishasmadeacomprehensiveexpositionofthePolycentricCollaborativeGovernanceofinternetrumorsandfinallyproposedtheimplementationpathofPolycentricCollaborativeGovernanceofinternetrumors.Keywords:Internetrumors,Govern,PerspectiveofGoodGovernance,Multi-subject,PolycentricCollaborativeGovernance目录第一章导论......................................................................................................................................11.1问题的提出与研究意义...........................
