山东财经 山东财经大学硕士学位论文 山东财经 山东财经大学硕士学位论文 i i ii ii 摘 要 2008 年全球金融危机对近一轮中国经济周期产生了较大冲击，使得山东国有企 业经营环境经历了货币贬值、频繁加息、外部融资门槛价加高、资本市场出现利率市 场化等一系列变化，同时在竞争领域，拥有较高的管理效能、市场规模及行业影响力 的外资企业在价值链中依靠其垄断竞争优势获取超额利润的现象愈发突出，导致山东 省国有企业亟需加强自身竞争力以适应经营环境的恶化。通过根据其现有绩效考核体 系进行改进，设计更为符合其自身特点的绩效考核体系，以加强企业管理，提高经营 效益，是一种重要的途径。 绩效评价是一种重要的企业战略管理工具，在企业资源利用效率评价、人力资源 管理、企业战略导向方面具有重要作用。在经济发展模式转向集约化发展模式、金融 危机之后资本市场出现较大变化之时，针对这一问题进行分析具有重要意义。 本文以《企业绩效评价标准值 2012》、《企业绩效评价操作细则》等一系列文 件为基础，在借鉴国内外绩效评价中的经典的经验做法和理论研究成果基础上，针对 现行国有企业绩效考核评价体系进行较为系统和深入的研究，试图通过分析不同绩效 考核方法的特点，发现现行绩效考核评价体系中存在的缺陷，然后通过形成一套改进 的绩效评价体系进行解决，并通过案例验证改进后评价体系效果。结果表明，改进后 的国有企业绩效考核评价体系具有较好的实际应用价值和理论价值。 本篇论文共分 6 个部分。本文第一部分，针对本文的研究背景，研究方法等进行 了阐述；第二部分，针对绩效考核方面的国内外的实践经验和研究成果进行了回顾， 为后文关于国有企业绩效考核体系的现行情况分析做好了铺垫，同时为下文中针对不 同绩效考核体系进行分析打下了基础；第三部分中，阐述了山东省国有企业绩效考核 体系的概念、特点及不足之处进行了阐述;论文第四部分中，本文对 EVA 体系和 BSC 体系分别进行了介绍，并对两种方法进行了对比，并设计相应的研究方案；第五部分， 利用往年的数据，针对上文中提出的假设进行分析；本文最后一部分，结合本文分析 内容作出总结，并提出展望。 关键词:国有企业 绩效考核 EVA BSC Abstract The 2008 global financial crisis has a great impact on the recent round of Chinas economic cycle, which has coursed an devaluationary effect on the state-owned enterprises operating environment in shandong, such as the frequently raising interest rates, external financing threshold price higher, capital market interest rate marketization and a series of changes, ect.And at the same time in the field of competition,the foreign-capital enterprises,which owns splended management effectiveness,scale economy and the competitive advantage in the value chain, is increasingly prominent to get excess profits. Consquently,the state-owned enterprises in shandong have to strengthen their own competitiveness to adapt to the environmental deterioration in the business.Under the existing evaluation system, to design a better appraisal system according to the characteristics of its own performance is an important way for state-owned enterprises to strengthen enterprise management and gain the benefit,.
