摘要 摘要 DGIS 项目业主方项目组织管理的应用和研究 摘 要 随着中国电力体制改革步伐加快和电力企业信息化建设的深入发 展，应用电力 GIS 技术所带来的巨大效益已经引起国内电力企业的广泛 关注。配电生产管理地理信息系统（简称 DGIS）就是在国家电网公司的 “国产化 GIS 示范工程”科技成果基础上进行研发和实用化改造的。DGIS 经过多年的研发和升级，已达到深度实用化水平，因此省网公司确定了 配电 DGIS 分期开发、分步实施的方针，计划在 2 年内完成所有地方局和 县级局的实用化推广。如何顺利实施 DGIS 项目，实现配电基础信息和运 行数据的实时查询和管理，达到提高配电生产管理水平和劳动生产率的 目的就成为迫在眉睫的问题。所以本论文关注的议题就是如何让企业信 息化建设项目的管理符合现代项目管理的理念并最终取得成功。 企业的信息化建设经过长期的推广、普及取得了很好的成效，企业 的信息化运用有了一定的深度和广度。作为一门新兴的管理学分支，项 目管理正呈现出强大的生命力，迅速延伸到了 IT 、电信、电力等众多 产业领域大型企业的信息化建设中。但同时我们也发现，由于没有建立 健全的实施保障措施，很多企业的信息化投入没有看到成效，或收效甚 微。一个重要原因就是信息项目管理中往往忽略了项目需求方即业主方 的管理。 本文通过对项目组织管理理论的研究，从业主角度出发分析了企业 信息系统建设项目存在的问题，提出了信息系统项目管理六要素管理理 念，最后通过 DGIS 的案例分析成功地运用该理念实现了一个信息系统项 目的组织管理，取得了良好的效果。在一定的条件下本文结论值得在实 际中推广运用。 关键词 项目管理，业主方，信息系统项目，DGIS ABSTRACT ABSTRACT APPLICATION AND STUDYING OF OWNER’S ORGANIZATIONAL MANAGEMENT IN DGIS PROJECT MANAGEMENT ABSTRACT Application of GIS technologies has brought about enormous benefits. The domestic power enterprises have payed wide attention to it. The depth of the DGIS system developed by the State Grid Cooperation of China has reached the level of practical. So the DGIS system is going to be applicated and promoted by the electric power companies. How to smoothly implement the DGIS project becomes one important thing.It is just the topic of the thesis. Enterprise informatization construction through a long period of promotion, popularization has achieved good results. As a new developing management branch, the project management is demonstrating the strong vitality. Fast extension has been reached in the informatization construction of large-scale enterprises of domain of numerous industries such as IT, telecommunication, electricity, etc.. But we find at the same time, because of no sound implementation measures to protect, the informationization of a lot of enterprises is put into and has not seen the effect, or produces little effect.
