山东 山东经济学院硕士学位论文 - - PAGE 1 - PAGE PAGE 2 摘 要 住房是人类赖以生存的必要条件，人类生活在这个文明的社会中，住房成为他们 必需的生活资料，离开了住房，人类就回到了“穴居”的原始时代，因此，世界各国 政府都在为解决本国居民的住房问题而努力。近十几年来，中国政府为解决本国居民 的住房问题做了大量的工作，取得了显著成绩，但是住房问题仍然相当突出。从国家 推行住房制度改革以来，国内许多专家、学者对我国的住房保障问题进行了深入的研 究，提出了很多具有指导意义的观点和理论。本文采取了理论联系实际的方法，根据 住房保障的理论基础，借鉴了新加坡、美国、日本、英国等国家住房保障的经验和教 训，提出了保障性住房的特征、原则、目标和保障性住房的一般模式，并在此基础上， 构建了我国的城镇保障性住房的供给与消费模式，从而更好地解决中、低收入家庭的 基本居住问题。我国要实现全面建设小康社会的目标，就必须要解决城镇居民的住房 问题，要解决住房问题，就要让城镇居民实现“居者有其屋”。本文还提出了比较完 整的城镇居民保障性住房的供给与消费模式，这将为政府制定保障性住房政策提供理 论和指导的依据，为保障性住房的供给和实施提供指导和帮助，从而加快城镇居民住 房条件的改善，对我国的住房保障体制的建立和完善起到积极的推动作用。 关键字：城镇居民 保障性住房 供给模式 消费模式 Abstract The housing has been a prerequisite on which human being rely for existing, human being has lived in this civilized society. The housing has become their indispensable consumer goods, has left a housing, human being has returned to the primitive times living in caves right now, world governments of all countries in the world has been making great effort for resolving the housing problem of homeland resident. The Chinese Government has got notable achievement, However, accommodation is still pretty outstanding problem. Since the country carries out reform of the housing system, a lot of expert , scholar have carried out depth research concerning housing problem of our country , have brought forward with many guiding significance of viewpoints and theory. The main method of issue has been adopted integrating theory with practice, according to the social security fundamental theory. They have drawn experience and lessons that the country housing security such as Singapore , USA , Japan , United Kingdom, and having brought forward the characteristic , principle , target, and having structured housing security pattern of supplying and consumption in the city and town, resolve the fundamental housing problem being made the middle-low income family much better.
