万方数据 万方数据 摘 要 在我国，农业一直是国家安宁、民心稳定的战略产业。发展现代农业，是保 持和提升国际竞争力、政治地位，实现体制转轨、经济转型，实施可持续发展战 略的重要途径。随着社会的发展，现代农业逐渐成为农业增效、农民增收、农村 稳定的必然选择。然而，农业生产效益低、农民增收缓慢、农民生产积极性不高 是我国农业发展面临的主要问题，必须从多方面寻找原因才能得以解决。由于农 业的弱质性、复杂性，现代农业发展中，政府、企业、社会三方必须各履其职， 各负其责，各展其长，协作促进。政府作为“有形的手”，必须认真履行宏观指 导、财政支持、引导服务、人才培养及保护生态的职责。 昆明市东川区作为资源枯竭型转型发展试点城市，现代农业是实现经济发 展、产业转型的重要举措，政府如何优化职能促进现代农业健康持续发展便成为 亟待解决的问题。本文在查阅文献、理论分析的基础上，以昆明市东川区为例进 行实证分析，认真总结东川区政府在现代农业发展中的履职情况，深入剖析存在 的问题及原因，积极借鉴发达国家政府促进现代农业发展的启示和经验，结合东 川实际提出加强宏观调控，把握发展方向；强化服务意识，健全服务体系；加大 引导扶持，提升经营水平；优化队伍建设，增强发展动力；树立生态意识，发展 绿色农业等优化职能发展现代农业的对策建议。 关键词：现代农业；县级政府；职能优化；研究 I ABSTRACT In our country, agriculture has been the national strategic industry peace, stabilizing the morale. The development of modern agriculture, is to maintain and enhance the international competitiveness of the political status, realize the system transition, economic restructuring, an important way to implement the strategy of sustainable development. With the development of society, modern agricultural industry has gradually become the agricultural efficiency, increase farmers income, the inevitable choice of rural stable. However, the low efficiency of agricultural production, the slow increase of farmers income, farmers production enthusiasm is not high is the main problem facing Chinas agricultural development, we must find the reason can be solved in many ways. Due to the weak agriculture, the complexity of the development of modern agriculture, the government, enterprises, the three party must fulfill its social job duties, the development of its length, promote cooperation. The government as the visible hand, must conscientiously fulfill the macro guidance, financial support, guide services, personnel training and duty to protect the ecology.
