万方数据 万方数据 中文摘要 民以食为天是中国人饮食文化的代表思想之一，但是随着食品安全问题的日 益突出，人们开始对自己平日里最常接触的食品严重缺乏安全感。中国人讲究病 从口入，如果饮食不卫生、不安全，可能会对人体产生巨大的伤害，所以人们开 始崇尚健康生活和健康饮食。随着人们生活水平的提高，广大人民群众开始高度 重视食品安全，但是近年来食品安全事故的屡屡曝光，不单单体现了管理层面的 问题，同时也体现了社会和民生中的隐患问题。因此，近年来人们热衷探讨对食 品安全如何有效监管。对于那些已经流入市场的商品，一旦发现存在质量问题， 应当立刻召回，尽量缩小其对消费者权益的危害，这是对消费者食品消费权益的 最基本保护。一旦发现食品安全存在问题，能够在最短的时间内下架、召回，需 要有完善的安全监管可追溯体系为支撑。 本文通过借鉴国内外食品安全立法，在分析国外建设先进的食品可追溯状况 基础上，提出我国食品安全监管方面应注意的问题；并以天津市工商行政管理部 门食品安全监管主体为对象，在研究其相关数据基础上，对当前天津市食品安全 生产流通环节监管现状进行分析，把其中的重点和难点问题总结出来，分析了问 题产生的原因，并有针对性的提出了相应的解决意见。通过研究本文得出结论， 要大力解决食品安全问题，建立并加强食品的可追溯体系是非常重要的，只有依 托于信息化技术，才能不断的提高我国食品监管效能。但是目前我国的食品安全 可追溯体系建设还相对落后，需要进一步完善，本文提出一些完善措施和建议， 为整体提升食品安全监管水平发挥积极的促进作用。 关键词： 食品安全 可追溯体系 天津 管理体系 构建 ABSTRACT With the improvement of peoples living standards, the masses began to attach great importance to food safety. That is because that food safety directly relates to peoples health and the development of the society. However, food safety incidents happened frequently in the community. The emerging food safety issue does not simply reflect the management level, but also indicate serious social and livelihood problems. Therefore, in recent years, people are keen to explore how to effectively monitor food safety. After the food is distributed to the market, effective actions must be taken once the quality is below the standard. A complete food safety supervision system can provide great support for food traceability circulation. The thesis has learned from the domestic and international food safety legislation, and analyze the construction of advanced foreign food traceability status. Based on the above analysis, several food safety regulation issues were raised up. Tianjin administrative department as the study object was chosen for food safety supervision. The associated data on the basis of the current regulatory status of food security were analyzed to summarize the important and difficult problems.
