PAGE PAGE 3 河南财经政法大学本科生毕业论文（设计） 验房师职业兴起与住房质量管理 院系名称 工程管理与房地产学院 姓　　名 康颖琦 学　　号 20064040305 专　　业 工程造价 指导教师 崔念迅 2010 摘　要 在国内购房者理性消费观念的发展和自主维权意识提高的背景下，我国验房师职业应运而生，并呈现火爆态势席卷全国。然而验房师这一职业的兴起，最根本的原因却是我国住房质量存在着日益严重的巨大问题。虽然政府也出台过一些法规政策和监管措施，但是由于政府职能部门缺于监管、开发商失信于民、施工单位管理不到位、监督体系不完善的缘故，住房质量问题依然如旧，没有得到很大的改变，甚至越来越严重了。为了改变住房质量较差的现状，必须采取一些新的措施。通过研究国内有关住房质量管理措施的不足之处，分析国外的一些先进的管理措施，从加强政府职能部门监管，开发商应履行企业责任、社会责任，施工企业做好工程项目质量管理及完善监督体制方面提出符合我国特色的加强住房质量管理的具体措施，确保我国的建筑质量问题能从根源上得到解决。 关键词：验房师；住房质量问题；住房质量管理 ?MACROBUTTON NoMacro [Click and type abstract text here.]  Abstract Buyers in the domestic development of the concept of rational consumption and self-awareness activist background, teacher professional home inspectors came into being in China, and skyrocketing trend sweeping the country. However, the Housing Inspection Division of the rise of the profession, it is revealed the most fundamental quality of our housing, growing a huge problem. Although the Government has issued some regulations and policies and regulatory measures, but due to lack of government functions in the regulation, developers lose the trust of the people, the construction unit of management in place, inadequate monitoring system reasons, housing quality issues are unchanged, what has not been a huge changes, and even more serious. In order to change the status of poor quality of housing, some new measures must be taken. By studying the internal quality control measures on housing inadequacy of some of the advanced foreign management practices, strengthen government functions from the regulation, the developer shall perform the corporate responsibility, social responsibility, quality of construction enterprises is the project management and improve the supervision proposed institutional strengthening in line with our unique quality of housing of specific measures to ensure the quality of our building from the root of the problem be solved.
