关于通州区文明市民学校发展情况调研报告 　　摘 要 北京市通州区以文明市民学校总校、中心校、分校“三级市民教育网络”为载体，通过课堂教学、外出参观、组织比赛等多种形式开展内容丰富的市民教育活动，在提升市民素质、提升区域文明水平等方面发挥了重要作用。然而，其发展仍存在很多不足，运作体系不够完善，硬件保障不够到位，市民参与积极性较低。因此，应通过明确、理顺管理体制，统筹利用域内各类教育资源，提升教学水平和质量，加强师资队伍建设等方式提升文明市民学校发展水平，不断拓展通州区市民教育的广度和深度。 　　关键词 通州区 文明市民学校 文明素质 　　中图分类号：G127 文献标识码：A DOI：10.16400/j.cnki.kjdkx.2015.12.086 　　Research Report on Development of Civilized 　　Citizen School in Tongzhou District 　　LIU Rui， LIU Xiaolong 　　（Tongzhou District Adult Education Center， Beijing 101101） 　　Abstract In Tongzhou District civilized citizen school， center school and branch school compose the citizen education network that is taken as the carrier. Through classroom teaching， visit， competition and such various forms， Tongzhou District has carried out all kinds of citizen education activities which plays important role in promoting citizen quality and enhancing regional civilization. However， there are still many shortcomings， including the imperfection of the operation system， the inadequate support of the hardware， the low enthusiasm of citizen participation and so on. Therefore， we should clear and straighten out management system， use all kinds of education resources in the region as a whole， improve the teaching quality and strengthen the construction of teaching team， in order to enhance the level of civilization school and continue to deepen and widen the citizen education in Tongzhou District. 　　Key words Tongzhou District； Civilized Citizen School； quality of civilization 　　市民教育是指整合利用域内各种教育资源，旨在提升居民整体素质，提升社会文明水平的非功利性教育。北京市通州区位于北京市东南部，2012年启动争创全国文明城区工作，2015年被确定为北京市行政副中心，全面提升市民文明素质是其应有之义和必要前提。文明市民学校作为提升市民文明素质和城市文明程度的重要基地，是市民教育的重要载体，在促进辖区居民认同社会规范、养成文明习惯、丰富业余生活、改善社区文化建设、弘扬时代主旋律等方面发挥着重要作用。因此，加快发展文明市民学校具有十分重要的意义。 　　1通州区文明市民学校发展总体情况 　　1.1 文明市民学校机构建设情况（表1） 　　通州区文明市民学校目前形成了以通州区文明市民学校总校为龙头，以街道、乡镇中心校为骨干，以社区、村分校为基础的“三级市民教育网络”。即通州文明市民学校总校，街道、乡镇中心校和社区、村分校。各级文明市民学校共有559所，其中总校1所，中心校15所，社区分校101所，村分校442所。每个社区均成立了社区分校，覆盖率达到了100%，村分校的覆盖率达到了80%以上。 　　1999年7月30日，通州区
