Supported by this theory model, the system structure and basic units were constructed several key technologies of model were integrated with to the layeredmodel, and the function of reused groupwares and the government affairs coordination were researched. Then the concept of the intelligent government affairs was put forward, which can guarantee to the greatest extent this model meets local requirements at the grass roots level, make the system easy to use, improve the scientific intelligence decision of the system.
