万方数据 万方数据 摘 要 位于内蒙古西南部的鄂尔多斯市，在党中央政策的扶持和当地政府大刀 阔斧的改革下，从内蒙古经济落后地区一跃成为内蒙古乃至我国西部一颗璀 璨的明珠，经济社会发展取得巨大成就，专家们把鄂尔多斯的发展路径和方 式称之为“鄂尔多斯模式”。本文以可持续发展理论为理论基础来分析“鄂 尔多斯模式”及其对草原城市可持续发展的启示。 鄂尔多斯在经济、社会和生态等多方面能够实现可持续发展的主要原因 有三点：一是其具有优越的资源、地理优势；二是紧抓国家能源战略西移、 西部大开发的契机；三是政府的锐意改革。任何一种模式都具有独特的本质 因素，“鄂尔多斯模式”也不例外。通过运用政治学、社会学和经济学等多 学科的理论和方法对“鄂尔多斯模式”进行具体解析，总结出鄂尔多斯模式 的内涵、特征和运行机制。归纳起来，“鄂尔多斯模式”的本质就是追求可 持续发展，实现人与自然、环境的和谐，内涵概括为“解放思想、实事求是、 大胆创新、惠及于民”；其特征从政府宏观调控、国企改革、优势产业、社 会保障、生态发展和社会主义精神文明六个角度进行了概括；“鄂尔多斯模 式”的运行机制中，引导机制、调节机制、激励机制和保障机制在鄂尔多斯 市经济社会发展过程中起到重要的作用。 “鄂尔多斯模式”的许多启示是草原城市在可持续发展中可以吸收和借 鉴的，在认识和尊重这些启示的前提下构建一条草原城市可持续发展路径具 有重要的实践意义，并且这条路径的构建具有自身的原则、特征和发展战略。 关键词 鄂尔多斯；鄂尔多斯模式；草原城市；可持续发展；路径 Abstract The city of Ordos which is in southwest of Inner Mongolia reformed radically of the CPC Central Committee and local government, became a shining pearl of Inner Mongolia region as well as western part of China from the Inner Mongolia economically backward, their path and methods to the development of the Ordos known as Ordos model. In this paper, it uses to analyze the Ordos model with sustainable development theory and its inspiration of the sustainable development of grassland urban. There were three main reasons of Ordos to achieve sustainable development: First, it has the resources and geographical advantages; Second, to seize the opportunities of national energy strategy to move the western and the development of western; third, the reform-minded of government. Through multi-disciplinary theories and methods about political science, sociology and economics to analysis Ordos model and summed up the meanings, characteristics and operation mechanism of it.
