Since the reform and opening up, along with the growth of the national economy, Chinas education has achieved leap-frog development and many encouraging achievements, all levels and all kinds of education have gained unprecedented development. However, at this stage, there are some problems in Chinas expenditure on education needed to adjust and optimize. First, Chinas total expenditure on education has increased year by year, but the proportion of expenditure on education to gross domestic product and the proportion of expenditure on education to total fiscal expenditure are low, need to increase investment in education. Secondly, the structure of China’s expenditure on education exists certain inequities, what affects the fair of Chinas education, urgently need to adapt and optimize. The differences between eastern region and the central and western regions in China of the expenditure on education continue to widen; The expenditure between basic education, secondary education and higher education in china are unfair, more inclined to higher education; There is a clear differences between urban compulsory education and rural compulsory education in China; The central government and local government undertake unfair expenditure on education in China, and the local governments undertake a great responsibility. In Western countries, the education is more developed. The proportion of expenditure on education to GDP and the proportion of expenditure on education to fiscal expenditure are higher, the distribution of education funds is more reasonable, and the structure of expenditure on education is more appropriate, the efficiency of educational resources is higher, it produces greatly economic benefits to the society.
