烟台 烟台大学硕士学位论文 万方数据 万方数据 摘 要 城郊在城市化的过程中，生产要素向城郊集中，工业得到快速发展，引导人口 向郊区集中，服务业也迅速崛起，进一步吸纳了更多的劳动力和人才，之后，城郊 通过大力建设交通系统、供电供水系统等公共基础设施，改善城郊发展的硬件条件， 发挥城郊的区位优势和资源优势，从而吸引更多的人口和产业集聚，有力促进城郊 由传统农业社会向现代都市社会的转变，同时可以缓解中心城区的发展压力，化解 “城市病”，促进中心城区产业发展的换代升级，提高城市发展的综合竞争力。因 此开展城郊城市化研究，对促进国内众多城市突破发展瓶颈、实现可持续化发展， 具有重要的意义。 本文研究了国内外城郊城市化的发展进程、基本理论，在此基础上以全国首批 沿海开放城市烟台市芝罘区郊区城市化为例，对其存在的问题进行了分析，提出了 芝罘区城郊城市化发展的模式、措施等针对性建议，探讨解决我国城郊城市化问题 的思路。 本文采用文献查阅法收集背景资料，采用实地调查法了解案例资料，归纳了有 关城郊城市化的内涵、理论，对国内外城郊城市化研究状况进行了概括，对国外的 城市化道路选择进行了对比分析，提出了适宜我国城郊城市化的发展模式，同时对 我国城郊城市化存在的问题和不足进行了分析，阐明了我国发展城郊城市化的战略 意义，明确指出推进城郊城市化建设是实现我国经济社会可持续发展的重要举措。 对案例区在进行城郊城市化过程中面临的问题、机遇和挑战进行了深入剖析，讨论 了适宜发展的模式与措施，研究认为，芝罘区城郊城市化既面临政策机遇、发展环 境较好、区位优势等条件，又存在城区带动能力差、规划建设水平低、第三产业发 展相对较慢、社会保障有差距、人才队伍建设跟不上发展需求等问题，在对理论与 实践分析的基础上，提出了新城建设模式和加强产业规划、制度保障、文化建设等 解决措施。 关键词：城市化；城郊；发展模式 2 Abstract During the urbanization of suburb, production factors concentrate to the suburb, industry in the area develops rapidly which helps to guide the population migrate to the outskirts and also push the take-off of the service industry, and then more labors and talents are attracted to the area, the hardware condition of suburb is perfected by vigorous construction of transport system, power and water supply system and other public infrastructures. In this way, the location advantage and resource advantage of the suburb can be exerted to attract more people and industries and to accelerate the transformation of suburb from traditional agricultural society to modern urban society, as a result, the development pressure of central urban area can be relieved, the “urban disease” can be solved, the industrial development and upgrade of central urban area can be promoted, and the overall competitiveness of city development can be improved.
