In order to transform the mode of development and economic growth and properly handle the relationship between human and nature,economic development and resource environment, our country put forward the strategy of “Two type society” .Urban transportation is an important link of the economic operation system and it takes on the task of moving goods and people in our daily life. In this case, the traffic of small and medium-sized cities has also inevitably needed to develop in a direction where is conducive to the environmental protection and reasonable utilization of resources. This paper deeply analyzes the background and connotation of Two type society concept firstly, then teases and analyzes the relevant thought and theory of two type society and “urban transportation planning”, clears about the requirements of the two type society connotation on the development of transportation, and points out the thought changes of urban traffic planning under the background of two type society. Secondly, combining with the current social and economic characteristics, the spatial variation characteristics and the traffic characteristics of small and medium-sized cities, this paper points out the shortage and the limitations of the current traffic planning indicators of small and medium-sized cities; And combining with the transportation development trend of small and medium-sized cities at the same time, it summarized three levels development target measures framework of region, city, community for the small and medium-sized cities under the background of two type society.
