上海师 上海师范大学学位论文英文摘要 I II ABSTRACT With the rapid development of Chinas economy and society, the process of urbanization is in continuous acceleration, which highlights the importance of the image of city and its sanitation. The urban management department in the government functional departments in the position is ever more important. However, the underdeveloped basic facility construction, lack of scientific mechanism, poor quality of economic performance, insufficient long-term administration, deficient method of law enforcement, and citizen’s civil quality are the six universal problems in the administration of city order and sanitation for a long period. How to effectively regulate roadside stalls ，peddlers and ?city psoriasis? is particularly important. Citizens often criticize the city administration, giving less support of its work. This not only seriously constrains the harmonious administration of city environment, but also becomes the bottleneck for the improvement of competitiveness and city quality. Obviously, the traditional system, concept and mode of the administration are not suitable to the current demand anymore. With the development of our country’s administration system, it is urgent to exploration a novel mode in the administration of city order and sanitation based on the concept of modern administration. Chinas reform and opening to the practice shows that the long-term management is the objective requirement of the development of modern city, is also the government in public service and management of one of the main function. Therefore, how to keep the city management of normalization and long-term, and enhance the city management efficiency to promote the innovation of social management in city management innovation is an important topic to explore. How to keep the city management of normalization and long-term change, become the urgent need to resolve problems. I III In the view of city management,
