Abstract It has been 2 decades for city commercial banks’ development since 1995; small and medium bank has become vital part of China’s financial sector. In current competitive market environment, in order to enhance own competitiveness small and medium bank choose their specialized services based on its own advantages. And we will use one small and medium bank’s project: city card collection programme, as an example to further discuss software and project management. From project chosen, requirement development until system design and implementation, the complete process has been explained in detail in this article. And based on this case, we further discuss how to transfer theory into practice in various fields such as software programme and project management etc. For operating style, on one hand city card project enhance the regional advantage, on the other hand, it avoids operating risks as the earning method is through transaction fee, For the timing, city card project has chosen the peak period for sales. This city card project is low risk high profit. And this project has its cons either, such as too short develop period, unclear needs, passive docking each other system etc. During development, this project based on individual bank’s actual situation and has maximum its efficiency through project management. For security reason and financial industry protocols, this article could not enclose some vital information such as programme, important trade, rates etc.. At the end of this article, advices have been given to small and medium banks’ development progress on system construction and develop management.
