II II ABSTRACT From the perspective of international competition, only can those big cities, metropolitan areas and big cities agglomeration be competitive in the international competition. Therefore, the base of the international competition in the 21st century is the big cities, metropolitan areas and big cities agglomeration. The 11th Five-year Plan Program has already put forward directly that “urban agglomeration should be regarded as the main type of urbanization”, and that “more strategic planning should be imposed upon the areas of potential urban agglomeration; based on megalopolis and big cities, making use of central cities, new urban agglomeration with the characteristics of less land, more employment, great capacities and wise population distribution is established”. The report of the 17th CPC National Congress has clearly pointed out that: “to follow market economy, to break forth administrative district, to establish a few thriving and closely-connected economic circle and economic zone”, “ and to focus on strengthening comprehensive carrying capacity and to base on megalopolis, urban agglomeration with radiating power is forming and new economic impetus is cultivating”. This dissertation starts from the theory of urban agglomeration and practical angel, making use of the theories and methods of urban geography, regional geography, urban administrative economics, city planning economics, urban ecology, learning from the latest researching achievements and experiences of the development of urban agglomeration, carefully and systematically analyzing and constructing the urban agglomeration centering megalopolis as Chongqing——the strategic development, basic conditions and conditionality of Chongqing.
