IV IV innovation system in Anhui province. After these, the thesis sets a comprehensive appraisal system. The thesis also gives a relational empirical analysis on the actual situation of regional innovation system in Anhui province with specific data. At the last part of the empirical analysis, the thesis summarizes the problems in the construction process of regional innovation system, and finally, it puts forward some policy suggestions. The thesis is divided into five parts. The first part is the exordium. In this part, the background、the practical significance 、the summary of the theory all over the world 、the research methods 、the content and the innovative point of the thesis has been introduced . The second part introduces the relational construction experience of innovative region in Silicon Valley and Zhongguancun Science Park respectively, and the thesis also gives some implication at the last of this part. In the third part , the thesis introduces the basic condition of Anhui province ,including the natural resources、 soft environment and the construction condition of regional innovation system , also the thesis analyzes some problems in the construction of regional innovation system. The fourth part, the thesis evaluates the operational efficiency of regional innovation system in Anhui province. It applies DEA method to analyze the efficiency of regional innovation system in Anhui province, and through quantitative analysis, the efficiency of regional innovation system has been analyzed technologically and economically. The last part obtains that the key point of constructing regional innovation system in Anhui province is to optimize the operational mechanism of the system on the basis of the evaluation results in previous part, and the thesis also discusses the operational mechanism and gives some suggestions from angles of the government、the market、the enterprise and the universities .
