暨南大学 EMBA 学位论文：A 建筑集团发展战略研究 万方数据 摘 要 A 建筑集团成立于 1950 年，是广州市国资委直接监管的国有大型企业集团，被列 为当地重点发展的集团，是广州市建筑工业领域从事建筑工程实施的骨干企业。集团 历经６０多年的发展，已取得较大市场占有率，庞大的业务规模，树立了良好的企业 声誉。 然而这种大型国有建筑集团在面临“超竞争”压力的同时，也由于自身组织结构 不合理、业务模式单一、高端人才缺乏以及重经营轻管理的思维，使得集团发展遭遇 重大的挑战，特别是在经营规模、收益与利润率等方面落后于 5 年前处于同一发展水 平的上海建工与北京城建等区域性行业龙头企业。本文研究发现集团现有发展战略存 在较大缺陷，并通过 PEST、SWOT 与五力模型等从集团内外部环境剖析战略失败之 处，随后，在充分了解集团的机会与威胁，优势与劣势的基础之上，重构了一套集团 发展战略，并从人力资源管理、财务管理、组织结构优化、技术创新、信息化与企业 文化等六个方面对集团战略的实施提出建议。 关键字：发展战略，技术创新，PEST，SWOT，战略实施 I  Abstract Founded in 1950, the A construction group is a large state-owned enterprise group which is directly regulated by Guangzhou SASAC. It is listed as the key development group. It is the backbone enterprise in Guangzhou construction industry. After 60 years of development, the group has achieved great market share, a huge business scale, and established a good corporate reputation. However, A, the large state-owned construction group，under the pressure of super competition , but also due to their organizational structure is not reasonable, the business model of a single, lack of high-end talent and light management thinking, making the development of the group has a major challenge. Especially lagging behind its opponents, such as Shanghai construction group, Beijing urban construction and Guangdong construction group and so on . In this paper, we find that there is a lack of development strategy of the group by the PEST, SWOT and Porters five forces model on the groups internal and external environment. Subsequently, based on the full understanding of the groups opportunities and threats, advantages and disadvantages, the paper makes reconstruction of the a set of development strategy, and puts forward suggestions on the implementation of the group strategy from six aspects: human resource management, financial management, organizational structure optimization, technological innovation, information and corporate culture.
