II II Abstract Through the statistical analysis method, the paper studied the kinds and level of maize plant disease and insect pests in Xiaoxian, Yingdong, Fengyang, Nanqiao, Feidong, Juchao, which were the the major corn producing areas in Anhui province. The law of evolution was studied, through the collating of materials for 1911-2011. There were 65 kinds of maize plant diseases and insect pests in An hui Province. The diseases including 17 pasturage fungal diseases, 2 bacteria diseases and 3 viral diseases, a total of 22. And the pests including 40 insect, 1 mite, 2 mollusks, totally 43. According to the period of pest damage,there are 3 diseases, 17 pests at seeding stage of maize; 3 diseases, 6 pests at the ear stage; 10 diseases, 11 pests at anthesis and kernel stage . The maize plant disease and insect pests that occurred in An hui Province were divided into Huaibei Area, Anhui Eastern Area, the are along Huaihe River of Anhui, the area around the Yangtze River in Anhui. The clustering results were highly consistent with the geographic location of basic counties. When using clustering analysis method, choose the area of maize, the area proportion of the total area of the main diseases and insect pests (small speck diseases of maize, the corn borer the underground pests), and of the total area of pest over the years as the feature data. When the distance λ=4.5036, it can be divided into three categories. One type was from 1991 to 1994, the second one was 1995 to 2005 ,and the last one was 2006 to 2011.And use that to stand for the occurrence and development of the main diseases and insect pests over two decades. The diseases and pests had an aggravating tendency since 1991. The first stage ( 1991-1994) was light, the proportion of the occurrence area was below 3%;The second stage was a period of smooth growth, the diseases reached their peak during 2005 and the pests in 2002, the percentage respectively was 10.01% and 28.88% .And the third was a diseases rap
