Statistics management system is a basic system of statistical work with essential significance, which deciding devotion of statistics resource, quality of statistics output and the benefit of statistical work as a whole, which deciding the level of the statistics development of the whole country. The important characteristic of existing statistics management system is that the governmental statistical work is leaded by both superior statistics bureau and coordinative government. This system is derived from the period of plan-oriented economic, which ensured statistical work. But as the development of market- oriented economic, the lack of unconformable statistics management system is representing at inconsequence of base statistics bureau, heavy burden of assignment, poor quality of original data and poor credit of the data. Therefore, exploring a suit of feasible base statistics management system will be the sticking point of the approach to ravel out the problem of statistical work. The paper combines academic research and demonstration refers to a lot of foreign and indigenous literatures, papers and information about government statistical system reform, and also analyses the situation of Haidian District. The reform with the characteristics of vertical integration has been carried out on the base of the forgoing research. Practice in the past three years has proved the reform is successful and effect is visible. The new statistics management system can meet the objective demands of market-oriented economic system.
