试论新国际环境下中国与阿拉伯国家关系 　　内容提要近年来，国际形势发生巨变，中阿在新的国际环境下，均面临新的机遇和挑战。中国和平崛起，越来越与世界休戚与共，政治和经济利益的外延不断扩大，加入国际体系的程度也越来越深。与此同时，中东地区矛盾更趋错综复杂，局部动荡不宁，但发展民族经济仍是各国的根本目标。阿拉伯世界正进入政治和社会转型的关键时期，面临来自美国和本国内部巨大的改革压力。新形势下，美国的因素以及中东局势的发展走向对中国周边战略环境、整体安全形势、中阿关系及中国在中东地区的现实和长远利益都具有特殊而重要的意义。因此，要以适应时代变化的发展眼光关注和研究中阿关系，为现有关系注入新的内涵和活力。 　　关 键 词新形势；美国因素；中国；阿拉伯；关系 　　作者简介李伟建，博士，上海国际问题研究所中东研究室研究员（上海200040）。 　　Abstract With the great changes in the world situation in recent years, both China and Arab World are faced with new opportunities and challenges under the new global circumstances. With China’s peaceful rise to Great Power Status, China shares weal and woe with the whole world more and more, participates the world system more deeply. And also, her extension of political and economic interests is broadening. At the same time, the contradictions in the Middle East is becoming more complicated, parts of the area full of turbulence and unrest, although, it is still the ultimate goal of each country to develop the national economy. The Arab World is entering the key period of political and social transition and confronted with huge reform pressure from internal society as well as from U.S. Under the new circumstances, the U.S. element and the trend of development of the Middle East situation have special significances in China’s neighboring strategic circumstances, overall security situation, Sino-Arab relations, and China’s existing and long-term interests in the Middle East. Therefore, we must pay close attention to the Sino-Arab relations with the developing view in accordance with the changing time, and add new intentions and vitalities to this relationship. 　　Key Words New Circumstances; U.S. Element; China; Arab World; Relationship 　　 　　近年来，迅速变化的国际形势和曲折与深化并存发展的经济全球化大潮，不断改变着世界的面貌，也改变着中阿各自所面临的国际环境，并对中阿内政外交产生深刻的影响。经过20多年的改革开放，中国的综合国力不断提高，同时通过持续不断的外交努力，也为自身发展赢得了较为良好的国际环境。国际形势的发展总体上对中国有利，中国抓住了全球化带来的机遇。然而中东局势的长期动荡使阿拉伯世界在全球政治和经济体系中至今仍处于弱势地位。“9?11”事件，尤其是伊拉克战争以来阿拉伯国家面临的国际环境更趋恶化。随着美国中东战略的调整，阿拉伯世界不断面临着
