Abst r act The western university is an important constituent in our country’s higher education. But as a result of historical and reality reasons, the higher education disparity between the west and the east enlarges gradually. Therefore, the Ministry of Education implemented “counterpart aid” plan to support western universities. The goal aimed at guarantying the personnel training quality, disposing educational resources reasonably, promoting fair education and constructing harmonious society. “Counterpart Aid” is a policy according to the government’s lead. In the implementation process, the supporting school provides human capital and physical capital for the recipient school. It plays an important promoting role for western universities to obtain scarce resources which they need, such as discipline construction, academic information and teachers training, and so on. Western universities begin to pay more and more attention to cooperation and exchange with inland universities and even overseas universities through government’s guidance and inland outstanding university’s support. All these have opened up exterior space and developed the platform for western universities. Thus western universities can obtain the survival and the development foundation. This research takes universities holding “counterpart aid” plan, especially western recipient universities as the research subject, and discusses the supporting university influence and function to western university. At last, put forward on this basis policy and suggestion of supporting western universities under government’s encouragement. The researcher systematically analyzes policy implementation process of this plan, attempting to reveal the function and the role in running universities. Doing research on supporting western university process under government’s encouragement has very strong practical and theoretical significance in western university’s rapid, healthy and sustainable development.
