中医药适宜技术社区推广和应用十年回眸 　　摘 要 中医药适宜技术以其“简、便、验、廉、效”的特点，不仅受到广大患者的欢迎，也特别符合社区卫生服务发展的方向。它对社区慢性病防治、降低社区居民医疗费用及减轻社区居民就医负担等均有益处。上海在这10年间集中推出24项上海市基层中医药适宜技术，积聚和整合了上海市中医药适宜技术的资源与精华，在广大社区的推广与应用已经取得了显著的成效，并将继续发挥其独特的作用。 　　关键词 中医药适宜技术 社区推广应用 十年回顾 　　中图分类号：R197.1 文献标识码：A 文章编号：1006-1533（2015）20-0003-04 　　Review of the promotion and application of the appropriate technology of the traditional Chinese medicine in the community for ten years 　　WU Yaochi 　　（The Sixth People’s Hospital Affiliated to Shanghai Jiao Tong University， Shanghai 200233， China） 　　ABSTRACT The traditional Chinese medicine （TCM） appropriate technology with the characteristics of “simplicity， convenience， testability， low expense and high effectiveness” is welcomed by the majority of the patients and also accords with the direction of the development of the community health service. It has the benefits of the chronic disease control， and reduction of the medical expenses of the community residents and their medical service burden. During the past ten years， Shanghai focused on the introduction of the 24 items of the Shanghai grassroots TCM appropriate technology， which accumulated and integrated the resources and the essence of the appropriate technology of TCM in Shanghai and their popularization and application in the broad communities have achieved the remarkable results and will continue to play an unique role. 　　KEY WORDS appropriate technology of traditional Chinese medicine； community promotion and application； ten years review 　　上海市中医药适宜技术社区推广与应用工作开展至今已走过10年历程。2005年起，上海市卫生和计划生育委员会（卫计委）、上海市中医药发展办公室等部门组织专家进行研究讨论，从众多上报的中医药诊疗技术中最终确定了“电针治疗腰椎间盘突出症”、“电针治疗急迫性尿失禁”、“穴位注射治疗原发性痛经”、“推拿治疗落枕”、“推拿治疗急性腰扭伤”、“隔药灸治疗溃疡性结肠炎”、“慢性阻塞性肺病传统康复运动处方”、“董氏指压法治疗婴儿吐乳症”、“温针治疗老年膝骨关节炎”、“施氏十二字养生功防治颈椎病”、“推拿功法易筋经防治老年骨骼肌减少症”、“耳背静脉针刀割刺治疗面部扁平疣”、“穴位敷贴防治慢性呼吸系统疾病”、“棍棒操防治肩关节障碍”、“督脉灸联合耳穴贴法治疗失眠”、“五行健骨操”、“六步奶结疏通法治疗积乳症”、“中药肠痹方结合推拿手法及龙形六式操治疗慢性便秘”、“艾灸治疗膝骨关节炎”、“项八针防治颈椎病”、“阳明法防治老年咳喘病”、“电针浅刺法治疗面瘫”、“腕踝针”以及“中药足疗对糖尿病足周围神经病变的早期干预”等24项经临床长期使用、疗效确切、独具中医特色又适宜在基层开展
