农村居民点整理公众参和调查研究――以费县为例 　　摘要农村居民点整理公众参与是农村和谐社会建设的重要一环,它可以协调社会各利益主体的关系,使社会评价效益最大化,因此对其理论进行研究具有重要的意义。采用实证调查法和个案分析法,选取费县为调查对象,针对当前农村居民点整理公众参与现状,设计调查问卷,进行实地调查。结合其他区域农村居民点整理公众参与的情况,根据公众参与的总体框架,总结出当前农村居民点整理公众参与中存在的主要问题,找出原因并提出相关对策。在今后的农村居民点整理工作中,力求使公众参与机制真正发挥作用,使农村居民点整理工作顺利进行,切实保护农民权益。 　　关键词农村居民点整理;公众参与;调查研究;山东费县 　　中图分类号D630文献标识码A文章编号 1007-5739(2010)12-0380-04 　　 　　InvestigationonPublicParticipationinRuralResidentialArea――A CaseStudyofFeixian 　　WANG Shuo1MA Zhao-hua1ZHAO Mei2NIE Yi-min2 　　( 1 Feixian Land Bureau of Shandong Province,Feixian Shandong 273400; 2 College of Resource and Environment,Shandong Agricultural University) 　　AbstractPublic participation in rural settlements is an important part in construction of harmonious society in rural areas. It can coordinate all the main interests of the relationship in the community to maximize efficiency rating. Thus its theoretical study has important significance. In this paper,by empirical investigation and case analysis,choosing Feixian as the investigation object,against the status of public participation in the current rural settlements,field investigations were conducted with questionnaire. Combined with the participation of the public in other regional rural settlements organization,according to public participation in the overall framework,the existing problems and the reasons in the public participation in current rural settlements organization in were found out and the countermeasures were put forward.
