基于工程保险的土建工程施工安全风险管理模式研究 梁青槐 副教授，贾俊峰 (北京交通大学土木建筑工程学院，北京100044) 学科分类与代码：620. 【摘要】 在分析国内外工程保险业务现状的基础上，结合我国工程实际情况，提出了基于工程保险的 土建工程施工安全风险管理模式，并对其可行性和管理流程进行了论述，同时，针对该模式在我国土建工 程施工安全风险管理中的应用，提出了关于强制性保险、投保主体、市场准入制度及保费返还的建议。该 模式充分利用了土建工程施工企业和保险公司之间的利益关系，它的推行将有助于降低土建工程施工安全 事故的发生频率和规模，减少社会总资产的损失。 【关键词】工程保险; 强制保险;施工安全风险;风险评估;典型风险 Research on the Risk Management Mode of Civil Engineering Construction Based on Engineering Insurance LIANG Qing-huai Af.,JIA Jun-feng (School of Civil Engineering and Architecture, Beijing Jiaotong University, Beijing 100044,China) Abstract: Based on the analysis on present situation of overseas and domestic engineering insurance, combining with engineering practice of China, the risk management mode of civil engineering construction based on engineering insurance is put forward and its feasibility and management method are analyzed. Some suggestions for its application in China, including compulsive insurance, policy holder main body, market admittance policy, return of guarantee fee, are presented. This risk management mode makes full use of the benefit relationship between the civil engineering construction enterprise and the insurance company. Its application practice will be helpful to decrease the accident frequency and scale of civil engineering construction, and thus decrease the loss of social assets.
